This position serves our partners at the Minnesota Department of Natural Resources (DNR). MNIT DNR provides comprehensive IT operations and support services, custom application development, and dedicated support functions to an organization that manages and conserves the state’s natural resources in a way that creates a sustainable quality of life for all Minnesotans.

The Data & Applications System Supervisor provides strategic and operational leadership for MNIT DNR’s application development, database administration, reporting, and systems integration functions. The role ensures the stability and long-term health of a large, diverse portfolio supporting all DNR divisions, including mission-critical business applications, financial systems, and data interfaces.

This Supervisor leads a multidisciplinary technical team that maintains and modernizes cloud-hosted, web-based, and database-driven systems; guides technical roadmaps and modernization priorities; strengthens team practices in automation, DevOps, reliability engineering, and cloud-native approaches; advances cloud optimization aligned with Azure and enterprise standards; and represents MNIT DNR in collaboration with PMO, MNIT Enterprise, Security, and DNR leadership to ensure well-planned, strategically aligned application work and a secure, reliable, and healthy application ecosystem built on strong relationships, trust, shared responsibility, and clear communication.

This position requires an employee to work onsite at 500 Lafayette Rd. St. Paul , Minnesota at least 50% of the time, with limited telework available. Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligibility depends on residence:

  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.

  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

  • Candidates living 50 miles or more from the worksite in a bordering state are not eligible for hire unless relocating within 50 miles.

Minimum Qualifications

Position requires a minimum of four (4) years of progressive experience in information systems, application development, or data systems within a complex organizational environment, including leading senior technical personnel.

Experience must include:

  • Experience leading team-level process improvements or operational change initiatives, including planning, stakeholder engagement, communication, and follow-through.

  • Experience planning, coordinating, or overseeing the lifecycle of information systems, including long and short-range planning, modernization, or major system upgrades.

  • Experience evaluating technical options, conducting feasibility assessments, or performing cost/benefit analysis to guide system design or modernization decisions

  • Experience working within complex technical environments involving modern web applications, relational databases, cloud-hosted systems, APIs, reporting platforms, or system integrations

  • Two (2) years of lead work or supervisory experience.

  • Demonstrated ability to communicate clearly and effectively to foster mutual understanding and guide teams through change.

  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving, with demonstrated leadership and people engagement skills that support positive user experiences and high-performing teams.

Preferred Qualifications

  • Experience guiding or coordinating modernization of legacy applications, hosting patterns, frameworks, or data systems.

  • Experience collaborating across multiple technical domains (e.g., applications, databases, reporting, GIS, integrations, identity/hosting) in a multiteam or matrixed IT environment.

  • Experience advancing DevOps maturity - including automation, CI/CD pipelines, environment consistency, version control discipline, or monitoring/observability improvements.

  • Experience using structured change frameworks or Lean/Agile methods.
