The vacancy will be filled by promotion of a current permanent classified employee of The Port of New Orleans Port Commission. The incumbent may be required to start a new probationary appointment or may be required to serve a trial detail prior to being permanently promoted. ACCOUNTANT MANAGER 2 WHO WE ARE The Port of New Orleans (Port NOLA) is a modern multimodal gateway for global commerce and an in-demand cruise port. Our competitive edge comes from our ability to deliver seamless, integrated logistics solutions between river, rail and road. SUMMARY The Board of Commissioners of the Port of New Orleans (Board) regulates commerce associated with deep-draft oceangoing vessels for Orleans, Jefferson and St. Bernard parishes. The Board has jurisdiction over 34.5 miles of waterfront on the Mississippi River, the Inner Harbor Navigational Canal (the “IHNC”), and the Mississippi River Gulf Outlet (the ‘MRGO’) the majority of which constitutes the Port Complex. The Port’s facilities are located along 22 miles of waterfront along the Mississippi River, the IHNC, and the MRGO, which include 52 berths, 23.3 million square feet of cargo-handling area, more than 3 million square feet of covered storage area and 1.7 million square feet of cruise terminal and parking area. Fees are assessed and collected in accordance with the Board's tariff as regulated by the Federal Maritime Commission. Rental income is derived from tonnage-based leases with marine terminal operators on eight major terminals. Further, revenue is generated through the operation of three cruise terminals and adjacent parking facilities. The Board is self-supporting. It receives no operating subsidy from the state. Self-generated income finances all annual operating expenses totaling approximately $38 million (exclusive of depreciation), providing funds to retire principal and interest payments on approximately $5.5 million of debt service and to support annual construction expenditures from $20 to $50 million. The Board has the responsibility to maintain wharf, cruise and industrial real estate facilities. This includes dredging, soundings, piledriving, container cranes, police and fire protection. The operation of the Port Complex is supported by administrative and marketing services. Consequently, the Board has a diverse work force that is divided into 65 departmental cost centers. This is further divided into approximately 400 facility units. The facility units are used to track revenues and expenditures for a given piece of property or major equipment item. To ease maintenance and crane operations, the Board maintains current inventory stock levels valued at more than $2.0 million. As a result, number of various units, the Board’s operation calls for a wide array of detailed expenditures and coding requirements to ensure the accuracy of the revenue and expense. Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.   • Manage $66 million in investments and $137 million in debt.
  • Oversee accounting systems, software, and process improvements.
  • Support audits, financial reporting, reconciliations, and special projects.
