Summary
The position is located in U.S. Department of Agriculture (USDA), the Office of the Chief Financial Officer (OCFO), Transformation Management Organization (TMO), in New Orleans, Louisiana. This position serves as the senior functional lead responsible for planning, directing, integrating, evaluating, and continuously improving enterprise modernization initiatives supporting the National Finance Center (NFC), Financial Management Services (FMS), and other OCFO organizations.
Duties
- Provides leadership for strategic transformation portfolios that advance organizational effectiveness, process modernization, customer experience, workforce transformation, decision making, operational excellence, and enterprise modernization.
- Serves as a principal advisor to the Chief Transformation Officer in the formulation of modernization strategy.
- Provides executive leadership for planning, coordinating, implementing, and evaluating transformation initiatives affecting multiple organizations, customer agencies, and enterprise shared services.
- Exercises substantial managerial direction and authority in setting priorities, governance processes, program management standards, performance measures, and mechanisms for executive oversight of the program.
- Focuses on the changes inside the NFC resulting from modernization.
- Examines existing business processes and determines how they should operate in the future.
- Leads process redesign, operational excellence, customer-experience improvements, business governance, benefits realization, and adoption of new ways of working.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. GS-15 One year of specialized experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the particular competencies to successfully perform as a Program Manager: Experience leading large-scale modernization or transformation efforts that improve how an organization operates and delivers services; developing and carrying out long-term strategies, policies, or plans that guide major organizational changes across multiple teams or stakeholder groups, and advising senior leaders and coordinating complex work across organizations to resolve issues, set priorities, and achieve enterprise-wide improvement goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This means you will be evaluated based on how well you meet the qualifications listed in this vacancy announcement.
