Responsibilities
The Program Cost /Financial Analyst – Junior is responsible for but not limited to assisting the Resource Management Branch (RMB) with the development of the Portfolio Resource Management Division (PRMD) resource and planning management program, spend plan analysis, execution reconciliation, audit and financial reporting. This includes taking into consideration the current CIO/J-6 and PRMD resource and planning management processes that are in use and expanding or changing those processes to ensure accurate and timely financial reporting, data analysis, audit readiness, and interface recommendations for spend plan and execution reconciliation.

Analyze Ektropy data (spend plan, contracts, personnel and positions modules) and additional data sources (FMIS, UMD, HOAFMS, service specific manning documents, and DMHRSi) for individual Military Treatment Facilities (MTF).

Schedule and conduct regular “Deep Dive” reviews of resources with MTF Chief Information Officer (CIO) and Resource Manager (RM).

MTF Budget Activity Group 4 (BAG 4) Information Management / Information Technology (IM/IT) unfunded requirement (UFR) submission support.

Meeting attendance and support for Ektropy, Global Service Provider (GSP) teams, CIO Front Office, Financial Management Work Group, Ektropy office hours, and ad hoc meetings related to resourcing.

Analyze MTF balance to controls, BAG spending, and ad-hoc reports (as requested).

Create IT Touch labor cost projections.

Provide ad hoc Ektropy data for GSP and Global Service Liaison teams.

Provide ad hoc one-on-one consultation with MTF CIOs or other MTF team members.

Follow proper financial practices, protocols, standards, and guidelines to ensure good stewardship of Government funding; tracks and updates records for the life cycle of funds for current and future years.

Ensure data quality through audits and updates using the designated resource and planning tools (currently Ektropy).

Assist organization's RM’s and CIO’s coordinating yearly and quarterly budgetary execution plans to include Program Objective Memorandum (POM) planning.

Other tasks as assigned.

Defense Health Agency (DHA) and Ektropy application experience highly desired.
Qualifications
2 years with BS/BA; 0 years with MS/MA; 6 years with HS Diploma/equivalent
Demonstrated financial management and resource management expertise.
Experience producing accurate, timely financial reports, executive briefings, and ad hoc analyses.
Advanced Microsoft Excel skills such as pivot tables, lookups, formulas, and data validation.
Have or obtain favorable Tier 1 (i.e., Public Trust) investigation.
Government contract requires person possess proof of U.S. citizenship.

Target Salary Range $66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
