From secure, compliant transactions to seamless integrations with major logistics carriers, PayCargo is redefining how the logistics industry moves money. As the industry evolves, we remain committed to innovation and supporting global trade with scalable, reliable payment solutions. About the Role: The Senior Fraud Manager will lead PayCargo's fraud prevention, detection, investigation, and payment risk management initiatives across its payment platform and related financial operations. This role will develop and implement strategies to identify suspicious activity, minimize financial losses, strengthen internal controls, and protect payers, vendors, and the company against evolving fraud and financial crime threats. Working closely with executive leadership and cross-functional teams, including Compliance, Finance, Operations, Customer Support, Product, and Technology, the Senior Fraud Manager will enhance transaction monitoring, oversee complex investigations, strengthen payment controls, and leverage data and technology to improve fraud prevention. This individual will also lead and develop a high-performing team while ensuring that risk management practices support operational efficiency, customer experience, and applicable regulatory requirements across relevant jurisdictions.

This is a hands-on leadership role responsible for developing a relatively junior fraud and risk team. The successful candidate will provide clear daily priorities, review investigations, coach analysts through complex decisions, and establish practical procedures and escalation standards. They must be comfortable personally leading difficult cases while building the team's ability to work independently. Key Responsibilities: Fraud Strategy & Risk Management

  • Develop and implement fraud prevention and payment risk strategies aligned with both PayCargo's business objectives and industry best practices, risk appetite, and operational requirements.
  • Identify, assess, and mitigate fraud risks across customer onboarding, account activity, invoice processing, payment transactions, and settlement.
  • Establish/review and maintain fraud policies, procedures, risk controls, investigation standards, and escalation protocols.
  • Audit/Assess current methodologies and tools, and validate both their effectiveness and alignment with new AI industry standards.
  • Monitor emerging fraud typologies, including account takeover, business email compromise, payment diversion, identity fraud, invoice manipulation, card-not-present fraud, and unauthorized electronic payments.
  • Conduct periodic fraud risk assessments and implement corrective actions to address vulnerabilities and reduce financial exposure.

Fraud Detection & Investigations

  • Oversee transaction monitoring, fraud alerts, risk-based reviews, and investigative processes to identify suspicious or unauthorized activity.
  • Develop and optimize fraud detection rules, risk indicators, transaction thresholds, and automated monitoring capabilities.
  • Lead complex investigations involving payment fraud, account compromise, suspicious customer or vendor activity, and potential financial losses.
  • Oversee appropriate evidence collection, case documentation, root-cause analysis, incident escalation, and resolution.
  • Coordinate with financial institutions, payment partners, and relevant internal or external stakeholders to contain losses and support recovery efforts.
  • Evaluate fraud detection effectiveness and implement improvements to reduce false positives, improve detection accuracy, and prevent recurring incidents.

Payment Risk, Financial Crime & Compliance

  • Strengthen controls over customer and vendor onboarding, identity verification, beneficial ownership, account access, changes to banking details, and payment instructions.
  • Oversee or coordinate appropriate controls for payment fraud, disputes, chargebacks, merchant risk, and electronic payment channels, including ACH and credit card transactions where applicable.
  • Maintain working knowledge of AML/KYC/KYB, customer due diligence, enhanced due diligence, sanctions screening, and suspicious activity escalation.
  • Partner with Compliance and Legal to support applicable requirements under the Bank Secrecy Act (BSA), Office of Foreign Assets Control (OFAC) sanctions programs, Financial Action Task Force (FATF) recommendations, and relevant EU and UK anti-money laundering requirements.
  • Support PCI DSS-related controls, applicable card-network rules, payment security requirements, audits, regulatory examinations, and risk assessments, as relevant to PayCargo's operating model.
  • Maintain accurate investigation records, control documentation, and audit trails, and ensure timely escalation of significant fraud incidents and potential compliance concerns.

Analytics, Reporting & Technology

  • Establish and monitor key performance indicators, including fraud losses, detection rates, false positives, investigation volumes, recovery rates, case resolution times, investigation quality, appropriate escalations, analyst proficiency, and backlog health.
  • Analyze transaction data and fraud trends to identify vulnerabilities and recommend preventive measures.
  • Partner with Product, Engineering, and Data teams to improve fraud monitoring systems, case management, reporting, automation, and risk analytics.
  • Evaluate AI, machine learning, and other technology solutions to enhance fraud detection accuracy and operational efficiency.
  • Provide executive leadership with reporting on fraud exposure, emerging threats, control effectiveness, and recommended mitigation strategies.

Team Leadership & Collaboration

  • Lead, develop, and mentor fraud and risk personnel, establishing clear priorities, performance expectations, and accountability.
  • Provide daily operational direction, including workload prioritization, case reviews, and escalation decisions.
  • Personally lead or support difficult and high-risk investigations while coaching analysts through complex case decisions.
  • Build practical playbooks, investigation checklists, onboarding materials, and recurring case-coaching sessions, with clearly defined decision authority.
  • Collaborate with Finance, Compliance, Operations, Customer Support, Product, Technology, and Legal to integrate fraud prevention into business processes and operational decisions.
  • Establish quality assurance practices and consistent standards for investigation and documentation.
  • Identify capability gaps and coordinate role-appropriate professional development across applicable Fraud, Collections, and Risk functions.
  • Promote a culture of accountability, continuous improvement, sound judgment, and proactive risk management.

Required Qualifications:

  • Bachelor's degree in Finance, Business Administration, Accounting, Criminal Justice, Risk Management, or a related field.
  • 7–10 years of progressively responsible experience in fraud prevention, financial crime, payment risk, or regulatory compliance, including demonstrated experience leading and developing junior fraud or risk analysts.
  • Demonstrated experience managing payment fraud within fintech, payment processing, financial services, or a comparable payments environment.
  • Hands-on experience identifying and mitigating credit card, ACH, electronic payment, and cross-border fraud risks, as applicable to prior roles.
  • Current Certified Fraud Examiner (CFE), Certified Anti-Money Laundering Specialist (CAMS), Certified AML and Fraud Professional (CAFP), or an equivalent recognized fraud or financial-crime credential.
  • Strong working knowledge of transaction monitoring, fraud investigations, payment controls, KYC/KYB, customer due diligence, beneficial ownership, and sanctions screening.
  • Experience developing fraud prevention policies, implementing detection controls, managing complex investigations, and evaluating fraud-related financial exposure.
  • Working knowledge of applicable U.S. and international financial crime requirements and payment security controls.
  • Experience using fraud monitoring systems, case management platforms, data analytics, and reporting tools.
  • Demonstrated ability to lead teams, collaborate across functions, and communicate risk assessments and recommendations to senior leadership.
  • Proven track record of improving investigation quality and analysts' independent decision-making through case reviews, coaching, and clear standards.
  • Experience building or scaling fraud operations, including developing training programs, playbooks, and onboarding for fraud and risk teams.
  • Strong analytical, decision-making, problem-solving, and organizational skills, with the ability to manage confidential matters with discretion.

Preferred Qualifications:

  • Additional certification in fraud, financial crime, or payment risk is strongly preferred, such as CFE, CAMS, CFCS, APRP, or CAFP.
  • Experience with business-to-business payments, commercial payment platforms, vendor payments, or logistics-related financial operations.
  • Experience with fraud analytics, automated monitoring, AI-based detection tools, or risk modeling.
  • Familiarity with payment disputes, chargebacks, collections, and fraud loss recovery.
  • Knowledge of international payment environments and fraud risks across multiple jurisdictions

Education:

  • Bachelor's degree in Finance, Business Administration, Accounting, Criminal Justice, Risk Management, or a related field required.
  • Master's degree in Business Administration (MBA), Finance, Risk Management, or a related field preferred.
  • Relevant professional certifications in fraud prevention, AML, financial crime, or payment risk are required as outlined above.
