Job Summary:
RSI is currently recruiting a Project Analyst, Information Technology for our client in Chattanooga. This role will support the TVA technology teams, the Enterprise Project Management Office, and business unit stakeholders who are driving technology solutions from concept and business case development through deployment, hypercare, and operational handover. This position will support project planning, cost and schedule updates, risk reporting, milestone verification, issue and root cause analysis, corrective action tracking, RFP development, purchase orders, change requests, and project closeout.
The Project Analyst is responsible for providing support for the overall planning, coordination, implementation, cost and schedule control, performance monitoring, and reporting for IT Delivery projects. Implements professional project management principles, practices, and techniques to develop project plans, work sequencing structures, budget estimates, completion schedules, risk identification and mitigation strategies, cost and schedule performance monitoring, and reporting.This is a hybrid role and candidates should be in or around Chattanooga, TN.
Responsibilities:

Perform monthly cost, schedule, and risk performance updates utilizing functional organization - and contractor-provided progress reports, cost and schedule variance analyses, projections, estimates, and forecasts.

Analyzes and reports on trends that could have a potential negative impact to other projects functionally or financially. Performs project cost estimating, scheduling, milestone tracking and reporting. Implements standard methods for project performance monitoring, reporting, analysis, trend assessment, scheduling and estimating

Utilize best practices, techniques and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics.

Work with functional managers and project managers ensuring all required data for making decisions is complete and available.

Prepare monthly project progress status reports. Verify contractor information and Enterprise Project Management Office (EPMO) milestone logic ties are correct.

Document implementation issues, identify root causes, and document corrective actions including cost and schedule impacts, and final status/closure.

Contribute to the development of Request for Proposal (RFP) packages for IT services.
-
Coordinate with the project manager, designer, implementors, and other stakeholders to develop technical specifications of the RFP.

Provide expertise to the Project Management Team regarding IT scope, and services.

Develop IT specifications for RFP’s. Use Maximo to generate Work Orders and Purchase Requests for Purchase Orders (POs).

Monitors PO expenditures and available funds, and provide additional funds, as approved, prior to completion of the work.

Provide information to TVA supply chain for POs to be created and sent to vendor.

Review PCR documents submitted by contractor and evaluate change order requests, claims for additional funds, and cost and schedule estimates relative to contract documents and industry standards.

Performs other duties, as assigned.

Travels to corporate offices and project sites as needed.
Requirements and Education:
-
Bachelor’s degree in a technical discipline, or equivalent relevant training and experience.

Minimum 12 years of project cost and schedule planning and control experience, including at least 5 years of relevant experience.

Advanced Primavera P6 and Maximo skills required.
-
Should have work experience supporting project planning, cost and schedule updates, risk reporting, milestone verification, issue and root cause analysis, corrective action tracking, RFP development, purchase orders, change requests, and project closeout.
Preferred Requirements and Education:
-
Demonstrated desire to excel in professional field of study as demonstrated by Certification/Licensure in professional field of study preferred but not required (e.g. PE, CPA, CFP, etc)

Experience utilizing enterprise software to include Maximo, S4 Hana, C55, or Powerplan.

IT delivery methodologies to include: Agile, Waterfall, or Hybrid approaches, technical change governance, and TVA project controls and enterprise tools.

Understanding of the utility industry and the ability to resolve complex problems.
