The IV&V Project Manager leads independent oversight and assessment activities for complex technology implementation and modernization programs. This role combines traditional project management experience with independent verification and validation (IV&V) responsibilities to evaluate program governance, project controls, risk management, schedule performance, quality management, and overall delivery effectiveness.

The successful candidate will have prior experience leading technology implementation projects and will leverage that experience to provide objective assessments, actionable recommendations, and executive-level reporting to clients and project stakeholders. This position serves as both an engagement lead and senior analyst, actively performing governance, project management, and program oversight assessments while coordinating team activities and client communications.

Essential Duties and Responsibilities:

  • Serve as a senior level individual contributor or project manager depending on project.

  • Manage the resource allocation process within the functional unit and work cooperatively with senior management to ensure utilization goals.

  • Serve as the central point of contact and primary interface for all project related issues.

  • Manage client expectations effectively.

  • Maintain and provide availability information for all resources.

  • Facilitate team design discussions to ensure appropriate solutions are implemented.

  • Ensure the project is in compliance with established standards and procedures.

  • Ensure all appropriate costs are included in quarterly forecasts.

Additional Duties and Responsibilities:

  • Lead Independent Verification and Validation (IV&V) engagements supporting technology implementation, modernization, digital transformation, and system integration initiatives.

  • Plan, coordinate, and execute assessment activities, including document reviews, stakeholder interviews, workshops, and operational reviews.

  • Assess project governance, project management effectiveness, risk and issue management, schedule performance, organizational readiness, vendor performance, and implementation progress.

  • Analyze project artifacts, performance metrics, and delivery processes to identify risks, gaps, emerging concerns, and opportunities for improvement.

  • Develop findings, recommendations, executive briefings, assessment reports, and other client-facing deliverables.

  • Facilitate communication with project stakeholders, delivery teams, vendors, and executive leadership while providing objective, evidence-based insight.

  • Support continuous improvement initiatives, assessment methodologies, and quality standards across the IV&V practice.

  • Mentor junior analysts and contribute to business development, proposal, and practice-growth activities as opportunities arise. (This is a recruiting/practice recommendation rather than a solicitation requirement.)

Minimum Requirements

'- Bachelor's Degree in related field.

  • 5-7 years of relevant professional experience required.

  • Equivalent combination of education and experience considered in lieu of degree.

Additional Skills and Qualifications:

  • Bachelor's degree or equivalent experience.

  • 5+ years of experience leading technology implementation, modernization, system integration, or digital transformation initiatives.

  • 2+ years of experience performing IV&V, Quality Assurance (QA), Quality Control (QC), PMO governance, project oversight, audit, compliance review, or comparable independent assessment activities.

  • Experience evaluating project governance, project management practices, risks, issues, schedules, delivery performance, and implementation readiness.

  • Experience developing assessment findings, executive briefings, reports, recommendations, and other client-facing deliverables.

  • Strong analytical, written communication, and stakeholder management skills. Based on the governance, reporting, assessment, and oversight responsibilities defined for the role.

  • This is a remote position with an expectation of up to 30% travel based on business and client needs. Candidates must be able to accommodate occasional travel as required.

Preferred Qualifications:

  • Experience supporting large-scale enterprise software implementations or modernization programs.

  • Experience in consulting, professional services, PMO, project assurance, or advisory environments.

  • Experience overseeing third-party vendors, systems integrators, or multi-vendor delivery programs.

  • Experience working in public sector, health and human services, child welfare, Medicaid, or other regulated environments.

  • Familiarity with Agile, Scrum, SAFe, hybrid, or traditional project delivery methodologies.

  • PMP, PgMP, PMI-ACP, SAFe, CSM, Lean, Six Sigma, or related certifications.
