Job Description

AECOM is actively seeking a motivated, hands-on Construction Engineer V to support major transportation infrastructure projects throughout Texas, Louisiana and the Gulf Coast. This position plays a critical role in ensuring the quality, safety, and long-term performance of roadway and transportation improvements for the TXDOT, LADOT and other public agency clients.

The Construction Engineer V is a senior, licensed engineer who leads Construction Engineering and Inspection (CEI) on transportation projects for public owners such as TxDOT, toll authorities, counties and cities. The role acts as the owner's representative in the field. It is accountable for contract compliance, quality, schedule, cost and safety on one large project or several mid-size projects at once.

This role reports to the Construction Project Manager or Department Manager. It typically supervises Construction Engineers I–III, inspectors and records staff.

This position requires working in Louisiana and requires Louisiana Department of Transportation and Development (LA DOTD) certifications.

Key Responsibilities

  • Serve as Area Engineer or Resident Engineer delegate. Administer the construction contract to TxDOT Standard Specifications, plans and special provisions.

  • Lead and assign daily work for field inspectors, junior engineers and office staff. Mentor and train Engineers I–III.

  • Review and approve contractor submittals, shop drawings, working drawings, RFIs and traffic control plans. Coordinate with the Engineer of Record.

  • Review contractor baseline and monthly schedule updates (Primavera P6). Track critical path and evaluate time-extension requests.

  • Prepare and verify monthly estimates and pay quantities in SiteManager / HeadQuarters or the owner's system. Keep daily work reports and diaries complete and accurate.

  • Evaluate change orders and claims. Prepare independent cost estimates, entitlement analysis and supporting documentation.

  • Run preconstruction, progress, partnering and utility coordination meetings. Prepare minutes and track action items.

  • Oversee quality acceptance testing and materials documentation. Make sure sampling and testing meets the Guide Schedule.

  • Monitor work zone safety, SW3P / environmental permit compliance and DBE / prevailing-wage requirements.

  • Coordinate with utility owners, railroads, permitting agencies, local governments and the public.

  • Lead project closeout, including final quantities, as-builts, punch lists and final records audit.

  • Support proposals, staffing plans and client relationships for future CEI pursuits.

Skills and Working Conditions

  • Strong written communication for correspondence, change order justifications and claim responses.

  • Sound judgment on field decisions. Able to hold contractors to the contract while keeping the working relationship productive.

  • Proficient with Microsoft Office and project document control systems.

  • Most work happens at active construction sites, around heavy equipment and live traffic, in all weather. Some night and weekend work is required.

  • Travel within the region is required. Relocation to the project site may be required for some assignments.

Qualifications

Minimum Requirements

  • BA/BS + 8 Years of relevant experience or demonstrated equivalency of experience and/or education

  • Professional Engineer (PE) license in Texas or Louisiana, or the ability to obtain Texas / Louisiana PE by comity within 6 months of hire.

  • A valid driver's license is required, along with the ability to pass a Motor Vehicle Records (MVR) check in accordance with company policy

Preferred Qualifications

  • 10+ years of experience, including bridge, roadway widening, interchange or major drainage / tunnel projects of $50M or more.

  • Experience with design-build or CDA projects and toll authority work (NTTA, CTRMA, HCTRA).

  • Hands-on experience with SiteManager, HeadQuarters, Primavera P6 and Bluebeam.

  • TxDOT certifications and training, such as Work Zone Traffic Control, Hot Mix Asphalt / Concrete / Soils & Base, and SW3P inspection.

  • OSHA 30-Hour Construction certification.

  • Experience supervising multi-discipline field teams of 5–15 people.

  • Working knowledge of TxDOT Standard Specifications, the TxDOT Construction Contract Administration Manual and Texas MUTCD.
