Job Description

Hill International is seeking an experienced Project Manager to lead and provide owner's representative oversight for complex transportation infrastructure projects throughout Central New Jersey.

The ideal candidate will have extensive experience managing the construction of major highway, bridge, and marine projects, including multi-span river crossings, design-build delivery, phased construction, and federally funded transportation initiatives.

Serve as the Owner's Representative, providing leadership and oversight throughout the project lifecycle while managing scope, budget, schedule, quality, risk, and overall performance

Lead construction management and inspection activities for major transportation infrastructure projects, including highway, bridge, marine, and heavy civil construction

Review contractor schedules, recovery plans, progress updates, and project controls to ensure compliance with contract requirements and milestone commitments

Analyze and evaluate construction costs, change orders, claims, force account work, and contractor proposals for accuracy, reasonableness, and contractual compliance

Review contract documents, plans, specifications, shop drawings, RFIs, and technical submittals to support project execution

Coordinate with owners, designers, contractors, utility companies, regulatory agencies, and other stakeholders to resolve project issues and maintain progress

Oversee utility coordination, right-of-way activities, permitting, and environmental compliance efforts associated with project delivery

Ensure compliance with FHWA requirements and applicable federal, state, and local regulations for publicly funded transportation projects

Manage projects delivered through both design-bid-build and design-build procurement methods, including phased construction and traffic maintenance operations

Prepare project reports, presentations, and executive-level communications while maintaining effective stakeholder engagement and supporting successful project delivery

Bachelor's degree in Civil Engineering, Structural Engineering, Construction Management, or a related field; PE license in NJ and PA (or ability to obtain reciprocity) required. PMP and/or CCM certification preferred

20+ years of progressive experience managing large-scale transportation, highway, bridge, marine, and heavy civil infrastructure projects, including experience with public-sector agencies and design-build project delivery

Strong knowledge of FHWA requirements, multi-agency funding, federally funded projects, construction means and methods, project controls, scheduling, risk management, contract administration, and compliance oversight

Demonstrated experience managing complex bridge and river crossing projects, including tied-arch bridge construction, marine operations, deep foundations, heavy lifts, environmental & demolition compliance, utility coordination, and maintenance-of-traffic operations

Proven ability to lead multidisciplinary teams and manage budgets, schedules, cost controls, change orders, funding programs, stakeholder coordination, environmental compliance, claims resolution, and project reporting

Familiarity with PTC, PennDOT, NJDOT, NJ Turnpike Authority procedures and transportation construction management software such as Primavera P6, SiteManager, e-Builder, CapEx, or similar platforms
