The Department of Labor & Industries (L&I), an employer of choice, is announcing an exciting opportunity to join our team as an IT System Administration - Senior/Specialist!

About the Division and Unit The Information Technology (IT) Division is an internal service organization responsible for providing information technology products and services in support of the Department of Labor & Industries (L&I) agency’s business priorities so that L&I can keep Washington Safe and Working. Within the IT Division’s Maintenance and Operations (M&O) program, the Network Infrastructure & Operation (NetOps) unit is responsible for ensuring the L&I network, servers, storage and backups, both virtual and physical are always available and run at their highest efficiency.

About the Role As the Domain System Administrator, this role works as part of a team of System Administrators, applying advanced technical knowledge to support all L&I’s Active Directory infrastructure and all servers which require 24/7 operation. This position serves as the expert technical lead for L&I’s network servers and critical systems infrastructure, including Enterprise Active Directory, Entra ID (formerly Azure Active Directory), Group Policy, and other Identity and Access Management (IAM) platforms. IT provides expert-level leadership on highly complex, mission-critical, agency-wide systems, including identity management infrastructure, servers, and related services. As an expert-level technician, you will perform complex work supporting L&I’s IAM environment, including Enterprise Active Directory, Entra ID, Group Policy, and server operating systems. You will partner with IT and business staff to plan and implement solutions, maintain and troubleshoot systems, and develop scripts and workflows to automate processes. This role requires advanced knowledge and skills and the ability to work independently on assignments at every level of complexity. As a technical lead, you will also mentor and support entry and journey-level System Administrators in the NetOps unit, along with other professionals across the IT division. Some of what you’ll do:

  • Enterprise Active Directory Domain Services, including:• Provide guidance and leadership to maintain proper operation, maintenance, support, and administration of agency-wide mission-critical and highly complex AD Domain Services, including but not limited to DNS, DHCP, and GPO management.

  • Provide technical direction of team assignments and operational projects.

  • Provide staff development by instructing and mentoring team members.

  • Review proposed changes for technical accuracy.

  • Systems Engineering, including:• Working with Infrastructure Architects, providing enterprise architecture guidance, support, and coordination to customers and IT project teams on projects that impact agency-wide, interagency, and statewide IT systems.

  • Engineering applications and processes for new and existing environments

  • Provide enterprise architecture guidance, support and coordination to customers and IT project teams for projects

  • Analyze, design and implement enterprise-wide IT solutions that align with the organization’s structure, goals and systems

  • Use creative problem solving to find solutions to challenges throughout the lifecycle of an IT system

  • Works closely with WaTech staff and L&I teams, including but not limited to the Infrastructure, Security, Architecture and Information Governance teams, to ensure business needs such as data governance, public records requests, and data retention requirements are met.

  • Identity and Access Management, including:• Monitor, administer, configure, implement and maintain Domain Services in all domains, such as AD, Entra ID, DNS, DHCP, PKI, etc.

  • Perform operational tasks as a Domain Administrator.

  • Monitor and remediate alerts related to Domain Controllers.

  • Verify servers and workstations are in the correct OU, correct anomalies.

  • Verify Domain Controllers are patched.

  • Create/update/delete DNS entries.

  • Primary DC/AD escalation point for Service Desk.

  • Perform Active Directory Federation Services (ADFS) and Azure Enterprise Application Implementations.

  • Systems Administration, including:• Provide expert-level technical administration for coordination, installation, and promotion of agency-wide mission critical systems.

  • Administer and support L&I’s computing environment, ensuring adherence to security and standards.

  • Performs analysis and monitoring to ensure all Identity and Access Management systems stay current with all patches released by the vendor to mitigate potential vulnerabilities.

  • Collaborate with technical leads and subject matter experts to ensure planning and implementation of changes, including new applications, upgrades, critical updates, processes and procedures to existing architecture.

  • Ten (10) years of qualifying professional System Administration IT experience working full-time within a professional IT environment. Qualifying professional IT experience includes the following:• Installing and supporting servers, applications, in an enterprise network environment.
  • Identifying, troubleshooting, and resolving complicated network and application issues.

NOTE: Education may substitute for IT experience up to four (4) years for a bachelor’s degree and up to two (2) years for an associate’s degree in information technology, Computer Science, Business Administration, or a closely related field Required Competencies

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

Desired:

  • Experience in creating, modifying, and troubleshooting scripts and workflows.
  • Experience with Azure cloud environment.
  • Vendor certifications in specific technologies including, but not limited to, Microsoft Certifications.
