Summary The Federal Energy Regulatory Commission (FERC) is ranked within the top 5 mid-size agencies as a "Best Place to Work" in the Federal government! This Director, Division 1 position is located in the Office of Technical Reporting and Economics. For more information visit: Office of Technical Reporting and Economics (OTRE) | Federal Energy Regulatory Commission Responsibilities The Federal Energy Regulatory Commission (FERC) is looking for an experienced senior level executive to serve as the Director, Division 1. The Division Director reports directly to the Office Director. The Division Director supports and assists the Office Director and Office Deputy Director in providing vision and leadership in the development and execution of economic and technical analyses, reports and outreach, associated with the wholesale and interstate energy markets under FERC jurisdiction. Supports the development of the Commission's strategic plan and performance targets; and the development of the Office's mission and vision statements, goals, and strategic plans. Initiates and oversees economic and technical analyses and reports involving Commission-jurisdictional matters, including under the Federal Power Act, the Natural Gas Act, the Natural Gas Policy Act, the Interstate Commerce Act, the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. Supports other program offices with technical and economic analyses in the development of proposed orders, policies, strategies, and regulations for wholesale and interstate energy markets for the Commission's consideration. Establishes effective teams among diverse professional disciplines, including engineering, economics, accounting, attorneys and energy industry analysts, to develop and execute relevant analyses, reports and outreach. Advises the Chairman and Commissioners on current economic and technical issues relating to the Commission's regulation of the energy industries. Assists in preparing responses to Congressional and public inquiries and, if requested, assists in the writing of testimony and speeches for the Commissioners affecting the energy industry activities regulated by the Commission. Conducts outreach and coordinates with the applicable Federal agencies; other governments; state agencies and regulators including the National Association of Regulatory Utility Commissioners (NARUC); the RTOs/ISO and their market monitors; market participants and customers to further the Commission's work. Represents the Office and Commission at meetings, conferences, and other outreach activities. Requirements Conditions of Employment Must be a U.S. Citizen or National. Subject to a 1-year SES/supervisory probationary period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Please describe your experience developing, directing and executing economic and technical analyses, reports and outreach, associated with the wholesale and interstate energy markets and infrastructure under FERC jurisdiction. TQ 2: Please describe your experience leading major public-facing initiatives with multiple stakeholders--such as technical conferences, public reports, or Congressionally-mandated studies--using knowledge of FERC-jurisdictional markets and services and FERC statutes, regulations and precedent. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. Education There is no education requirement for this position; therefore, transcripts are not required. Additional Information Duty Station: The duty location of this position is Washington, DC. Personal Identity Verification: Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. FERC also participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). We are governed by the Office of Government Ethics (OGE) Standards of Conduct, the criminal conflict of interest statutes, and FERC's supplemental ethics regulation, which specifically prohibits FERC employees from holding certain energy-related securities. To comply with these regulations and statutes, divestiture of at least some energy securities is likely to be required after you begin employment. See 5 C.F.R. 2634-41; 18 U.S.C. 201-208; 5 C.F.R. 3401. If selected, you may also be required to file a financial disclosure statement within 30 days of appointment. Veterans Preference: Veterans' preference is not applicable to the SES. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement. Tiering: The Commission structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Agency.
