Summary

As a Division Director, you will serve as the primary point of contact for all acquisition management activities throughout PBS. Location of position: General Services Administration (GSA), Public Buildings Service (PBS), Office of Acquisition Management. We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Provides procurement policy guidance, oversight and support to PBS organizations for services and construction acquisitions. Develops long-range plans and sets program goals and objectives, taking into consideration change program emphasis or functions. Manage periodic reviews and evaluations of acquisition programs and effect changes to meet established goals. As an expert in the contracting and acquisition area on contract law, acquisition regulations, and GSA acquisition policy, advises PBS acquisition personnel and management officials at all levels. Ensures that management controls and procedures are developed and implemented to achieve compliance with acquisition policies. Identifies program strengths and weaknesses and determines the best avenues to promote efficiencies in the provision of services through PBS-initiated and managed contracts. Assures coordination among subordinate units and developing methods to improve such interaction among PBS divisions and employees. Monitors the contracting workload and the assignment and distribution of work and resources. Ensures proper allocation of resources and workload to accomplish PBS program objectives. Directs the work of the associates through subordinate supervisors. Evaluates subordinate supervisors' work performance, reviews their evaluations of other employees. Requirements

Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position Serve a one year supervisory or managerial probationary period, if required Conditions of Employment: This position description includes the requirements for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) Certification. Qualifications

If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-15 salary range starts at $150,359 per year. Salary range is dependent upon duty location. You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Transcript Requirement: To receive consideration for this position, applicants must submit transcripts documenting completion of the required bachelor's degree and at least 24 semester hours in the qualifying fields listed above. If you do not provide your bachelor's transcripts with your application, your eligibility for this position cannot be verified. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is managing, supervising, or directing operations for an acquisition organization or program including all phases of the contracting process; ensuring compliance with applicable laws, regulations, policies, and procedures; establishing policy, regulations, and program guidance and procedures for contracting programs or initiatives, and applying knowledge of both government and commercial business practices. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Knowledge of the full range of contracting laws, rules, principles, and regulations to manage/oversee an acquisition workforce. Ability to develop long-range plans in response to shifting organizational priorities and to conduct reviews of acquisition programs and implement necessary changes to meet performance goals. Knowledge of acquisition regulations and policies to provide authoritative advice and management oversight. Ability to evaluate contract program performance, identify operational inefficiencies, and implement strategic improvements that optimize service delivery and maximize the value of managed acquisitions. Ability to supervise, manage, and/or lead a subordinate staff to successfully meet program goals and work effectively with a diverse team. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.
