Job Description
The assigned personnel are responsible for ensuring the safety of the court, court personnel and general public by screening all persons and hand-carried items for weapons, materials, equipment and/or contraband that may jeopardize the safety of all persons in the court facility. This position is armed and subject to MN POST Board licensing and rules.
Job Responsibilities
ESSENTIAL DUTIES:

Provides security for judges, court personnel, county staff and general public within the court facility.
-
Direct and require all persons entering the court facility to enter through the security checkpoint screening area.
-
Screen all persons, personal affects, hand-carried items and conduct searches for weapons, materials and/or contraband that may jeopardize the safety of all persons in the court facility.

Observes and makes assessment of all situations, activities and surroundings, takes action to resolve and control any potential problems or unusual occurrences through proper application of the law, approved policies and sound judgement.

Detain individuals for further investigation, pat-down or wand screening and/or arrest as warranted.

Direct and advise the general public and court personnel about security procedures established for the courts and promote the understanding and compliance with safety standards developed to ensure the safety of all persons in the court facility.

Monitors and prevents criminal defendants who are in custody from having physical contact with family, friends or public to prevent the passing of weapons or contraband.
-
Monitors and prevents criminal defendants, their family and witnesses from communicating, intimidating, harassing or assaulting victims, potential witnesses and/or court personnel while at the court facility.
-
Searches the interior of the court room, judicial chambers, jury room, restrooms, prisoner holding areas and other restricted areas prior to the start of each day.

Provide direction and general information to various services to persons entering the court facility.

Subdue and restrains individuals who, or attempt, to attack, assault, or make an aggressive act against the judge, court personnel, litigants, county employees and/or other persons appearing in a courtroom or adjacent waiting areas.

Collect and preserve weapons, materials and/or contraband recovered from persons during the screening process.

Arrest and take into custody persons with warrants and/or at the direction of the court.

Serves court related documents when necessary

Ensure only authorized personnel enter restricted areas and verify credentials of unknown individuals found in restricted areas.
-
Monitor electronic surveillance equipment and/or cameras of the court facility.
-
Screens tools of contractors and other personnel as needed.
-
Assists all court personnel with security issues as needed.
-
Exercise rational judgement.
-
Maintain the confidence and trust of peers, superiors, courts and general public.
-
Provide truthful and credible testimony in court.
-
Transport prisoners and handle a variety of escort duties as assigned.
-
Provide security for public functions as directed by a supervisor.
-
Assist court security deputy, bailiffs and sheriff’s deputies with various activities associated with security as needed.

Performs other related work as assigned or as it becomes apparent in carrying out assigned duties.

May be assigned to special assignments by a supervisor

Performs all other duties as listed in the Correctional Officer job description as needed.
Education and/or Experience
TRAINING AND EXPERIENCE REQUIREMENTS:
-
Minimum two year post-secondary law enforcement or related degree.
-
Knowledge and ability to operate standard Windows operating systems and programs including Microsoft Office.
LICENSING REQUIREMENTS:
-
Active Peace Officers Standards and Training (POST) License (or ability to activate upon hire);
-
Valid MN Class D driver’s license;
-
Emergency Medical Responder (EMR) certification preferred.
-
CPR and First Aid Certified.
KNOWLEDGE REQUIREMENTS:
Principles and practices of patrol and crime prevention;
Law enforcement weapons and equipment;
Applicable Federal, State, and local laws, rules, and regulations;
Applicable statutory and case law governing federal, state, civil and criminal procedures regarding rules of evidence, search and seizure, arrest, constitutional law, court procedures and civil rights.
County geography and addressing system;
Safety principles and practices;
Defensive techniques;
Report preparation techniques;
Physical apprehension, handcuffing, and restraining techniques;
Legal operation of motor vehicles;
Computer operation and related software applications;
Customer service principles;
Specialized equipment relevant to area of assignment;
Modern office technology.
Knowledge of court practices, procedures and techniques which would be useful in maintaining order and security in the courtroom.
Knowledge and ability to use electronic security screening equipment.
Knowledge of human behavior and contraband detection
Ability to be effective and professional in stressful situations.
Ability to work independent of direct supervision.
Ability to establish and maintain effective working relationships with co-workers, the general public, other law enforcement, and criminal justice agency personnel.
Ability to perform assigned duties and tasks in an effective, efficient, and safe manner.
Ability and knowledge to operate law enforcement equipment with logic and caution.
Ability to use computer, recorder, camera equipment, weapons and electronic equipment.
Knowledge of State and Federal laws and regulations
Knowledge of Court and Probation Rules and Regulations.
Ability to lawfully and competently possess a firearm.
Ability to provide credible and truthful testimony.

PHYSICAL REQUIREMENTS:
Positions in this class typically require: climbing, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Medium Work: Exerting up to 75 pounds of force occasionally including rare occasion of up to 200 pounds with assistance of co-workers, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Incumbents may be exposed to hazardous materials, such as chemicals, blood, and other bodily fluids; extreme temperatures; and other adverse environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel to external locations/organizations. Must maintain good physical, mental and emotional fitness.
