Summary This position is located at Treasury Inspector General for Tax Administration,Office of Mission Support. As an Assistant Director of Human Capital, you will be primarily responsible for oversight, direction, and guidance to division staff and the Human Capital Shared Service Provider. Responsibilities As an Assistant Director of Human Capital, you will: Plan and direct the Human Resources (HR) for strategic workforce planning, classification, and position management, staffing and recruitment, executive resources, learning and development, performance management, employee relations, data analytics, benefits, health, and wellness, and other employee life programs for TIGTA. Interpret complex legislative, regulatory and policy guidance governing HR programs. Analyze and evaluate program execution at the Human Resources Shared-Service Provider, conduct periodic and spot check of hiring flexibilities, merit promotion and Delegated Examining Unit (DEU) hiring actions; recognize problem areas; and originate solutions to complex and unusual issues. Collaborate with TIGTA's Equal Employment Opportunity (EEO) Officer on EEO and provide recruitment strategies ensure a culture representative of our nation. Supervise Human Capital team, plan, assign, priorities, and review work; allocate assignments based on assigned program area of responsibility and considering the nature and complexity of the assignment and the team member's skill level. Qualifications You must meet the following requirements by the closing date of this announcement. Selective Factor: You must hold a DEU certificate. (Note: Certification must be active, passed within the last 3 years, and not expired.) Specialized Experience: Specialized experience is one year (52 weeks) of experience at the GS-13 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: - Applying a wide range of human resources (HR) concepts, principles, laws, regulations and practices involving at least five of the following HR specialties: staffing acquisition; executive resources; classification and position management; pay and leave administration; learning and development; performance management; benefits; work-life programs; or HR Information Systems; AND - Providing comprehensive HR services and consultation to management and employees by analyzing, evaluating, and recommending appropriate resolutions to interrelated problems and issues; AND - Assisting with the development, interpretation, and/or advisement to management on human resources policies and administration; AND - Analyzing proposed changes in recruitment and placement operations and assessing the impact of those changes on human capital programs; AND - As part of an HR team, collaborating with key stakeholders as necessary to advise or guide managers in the most effective personnel management program initiatives. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Further, all TIGTA employees are subject to an employee tax compliance program to ensure that employees fulfill their personal tax responsibilities. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
