Description
Position Summary
The Program Manager II (PM II) is responsible for the successful execution of complex customer programs, overseeing cost, schedule, and technical performance across the full program lifecycle. This role serves as the central point of accountability for program delivery and customer satisfaction.
Reporting to the Director of Program Management, the PM II partners cross-functionally with engineering, operations, finance, and business development teams, while acting as the primary interface to external customers, resellers, US Government, and international Government customers.
Essential Duties and Responsibilities

Lead end-to-end execution of programs, ensuring alignment with cost, schedule, and performance objectives

Develop and manage program plans, including life cycle, budgets, resource plans, and schedules

Support or lead program planning, estimating, and proposal development for complex, multi-phase programs
-
Establish and manage program controls, metrics, and success criteria
-
Identify, assess, and mitigate program-level risks and issues
-
Create, maintain, and manage multiple integrated project schedules
-
Lead program reviews and execution meetings with customers and executive leadership
-
Manage scope changes and communicate impacts to internal leadership and customers
-
Develop strategies for delivery of record (DoR) programs and manage relationships with U.S. Government prime contractors

Monitor and analyze data across programs to identify trends and drive continuous improvement
-
Establish and communicate program priorities across cross-functional teams
-
Support Business Development efforts in capture planning, proposal development, and customer engagement
-
Ensure adherence to company policies, processes, and compliance requirements

Perform additional duties as assigned
Required Qualifications
-
Bachelor’s degree in Business, Engineering, or a related field (or equivalent experience)
-
5+ years of experience in Program or Project Management in aerospace/defense
-
Experience leading complex, multidisciplinary programs in aerospace, defense, or UAS preferred
-
Strong knowledge of U.S. Government procurement processes and Prime contractor relationships

Proficiency in program management methods, tools, and best practices
-
Ability to work effectively with cross-functional teams and government/commercial customers
-
Knowledge of export processes and end-user certificate requirements
-
Proficient in Microsoft Office (Excel, Word, PowerPoint, Outlook, Project)

Strong written and verbal communication skills
-
Outstanding time management and task prioritization

Comfortable operating in fast-paced, high-growth organizations

Collaborative, results-driven, and proactive

Demonstrates initiative, accountability, and sound judgment

Willing to take calculated risks and lead through ambiguity

Willingness to travel up to 25%

This role requires access to controlled technical data subject to ITAR and EAR regulations. Applicants must be eligible to access such data without the need for export authorization. Eligible individuals include U.S. citizens, lawful permanent residents, and those granted protected status under U.S. law.

10+ years of experience in complex Program Management

Physical Requirements and Working Conditions

Must be able to walk, stand, and navigate large indoor and outdoor facilities for extended periods of time.
-
Ability to lift, carry, and move materials and equipment weighing up to 25 lbs on a regular basis.
-
Use of personal protective equipment (PPE) may be required in designated areas or when performing specific tasks, in accordance with safety protocols and company policy.
-
May be required to climb ladders, stoop, kneel, or crouch during inspections, maintenance walk-throughs, or emergency response situations.
-
Regular exposure to facility operations including noise, dust, temperature fluctuations, and industrial equipment.
-
Occasional off-hours or weekend work required for emergency facility responses or projects as needed
-
Requires frequent use of a computer and other standard office equipment for documentation, communication, and coordination tasks.
Background Check
This position will require successfully completing a post-offer background check. Qualified candidates with a criminal history will be considered and are not automatically disqualified, consistent with federal and state law.
