About the Position:This position is part of the Reemployed Annuitants Cadre, in support of the Federal Emergency Management Agency (FEMA). On an as-needed basis, employees occupying these positions provide emergency support to disaster-stricken areas throughout the United States. This is a temporary appointment not to exceed 1-year. At management's discretion, the appointment may be extended for up to a maximum of 3-years or converted to a term appointment for up to a maximum of 6-years.

Duties

• Serve as Senior Program Manager providing management and operational control over assigned programs.
• Apply expert knowledge of effective management principles and practices in conjunction with policies, regulations, and procedures.
• Manage a variety of natural disaster and emergency programs and projects critical to the execution of the mission.
• Coordinate and integrate broad programs undertaken by the agency at numerous locations under diverse conditions.
• Develop standard methods and procedures to be used throughout the agency in managing natural disasters and emergency projects and funds.
• Initiate corrective actions in coordination with the agency and Federal Emergency Management Agency (FEMA) and other customers.
• Represent the agency in planning and review conferences with customers to ascertain operational requirements and future plans.
• Develop and submit budgets for natural disasters and emergency projects for the agency.

Specialized Experience: One year of specialized experience which includes: 1) Applying expert knowledge of management principles, practices, policies, regulations, and procedures to support organizational operations and mission execution; 2) Developing budgets for natural disaster response and emergency management projects; 3) Managing natural disaster and/or emergency programs and projects critical to agency mission accomplishment; 4) Implementing policies related to emergency management operations, work authorizations, and funding processes; and 5) Resolving complex issues involving the design, funding, and execution of natural disaster and emergency management programs in coordination with agency officials, contractors, and customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
