Summary About the Position: This position is part of the Reemployed Annuitants Cadre, in support of the Federal Emergency Management Agency (FEMA). On an as-needed basis, employees occupying these positions provide emergency support to disaster-stricken areas throughout the United States. This is a temporary appointment not to exceed 1-year. At management's discretion, the appointment may be extended for up to a maximum of 3-years or converted to a term appointment for up to a maximum of 6-years. Responsibilities Responsible for the preparation, presentation, and justification of Construction Division s portion of the Command Operating Budget. Manage all military, civil works, and support for others construction funds and is responsible for any legal or administrative misappropriation or over-obligation. Supports the Team Leader for the effectiveness and efficiency of automated data systems and implements procedures to improve input, data quality, and management value of the system data as well as system reporting output. Direct broad evaluations of construction execution, isolating and identifying operation and performance problems while working with the Team Leader Contact respective higher authority directly to clarify or resolve information needs. Assist the Team Leader in determining training needs and conducts on-the-job training for the Program and Budget Analysts staff. Specialized Experience: One year of specialized experience which includes applying a wide range of analytical methods to assess and evaluate the status, effectiveness, and efficiency of programs; providing surveillance of construction projects in natural disaster areas; gathering disaster data to determine the occurred damage; establishing priorities and making critical, time sensitive judgments for use of resources to save human lives; advising on any legal or administrative misappropriation or over-obligation of funds. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
