THIS POSITION IS CONTINGENT UPON BID AWARD
The Project Manager (PM) Base Operations Support Services serves as the Contractor's senior on-site representative and has full authority to act on behalf of the company for all matters relating to contract performance. The PM is responsible for planning, directing, coordinating, and managing all Base Operations Support (BOS) services performed under the contract, including maintenance operations, work management, quality control, subcontractor oversight, customer service, resource management, transition activities, and contract compliance. The PM serves as the primary interface with the Government and ensures all services are executed in accordance with contract requirements, performance standards, and applicable regulations.
Responsibilities

Responsible for the overall performance of the work and maintain full authority to act for the Contractor on matters involving daily contract operations.

Serve as the Contractor's central point of contact for contract operations, including after normal working hours.

Physically present onsite from 0730 to 1630, Monday through Friday, excluding federal holidays and administrative closures.

Direct and oversee daily execution of contract requirements and ensure compliance with all PWS performance standards.

Lead contract startup, transition-in, and transition-out activities, including personnel onboarding, property accountability, Government-furnished equipment inventories, and continuity of operations planning.

Ensure the transition plan identifies key personnel onboard and the status of required IT/network accounts and access.

Establish and maintain the Project Management Office (PMO).

Oversee development, implementation, and maintenance of the Quality Control Plan (QCP) and associated quality assurance processes.

Manage workforce staffing, labor utilization, subcontractors, and organizational performance to ensure mission requirements are met.

Ensure timely submission of contract deliverables, reports, corrective action plans, and management documentation.

Coordinate closely with the Contracting Officer, Contracting Officer's Representative, Directorate of Public Works personnel, and installation stakeholders.

Provide the Project Manager's name to the Contracting Officer.

Designate in writing a qualified alternate authorized to perform the Project Manager's duties during absences.

Ensure the Project Manager and alternate are identified at contract start in accordance with TE 1.0.

Attend post-award conferences, contract review meetings, customer meetings, and performance evaluation sessions.

Prepare, review, and distribute meeting minutes and management reports as required.

Manage customer service, issue resolution, and stakeholder communications to ensure customer satisfaction and mission support.

Support emergency response activities, continuity of operations efforts, and installation recovery operations as required.

Supervise key personnel and ensure compliance with security, safety, environmental, and operational requirements.

Perform other duties as assigned.
Qualifications
-
Baccalaureate degree from an accredited college or university in a field related to management; or a résumé demonstrating the individual's capability.

Minimum five (5) years experience in base support management or on a contract similar in scope and breadth to this solicitation.

Obtain and maintain a favorable Tier 1 investigation.
Preferred Qualifications
-
Bachelor's degree in Facility Management, Engineering, Construction Management, Business Administration, or related field.
-
Experience managing IMCOM, Army, or DoD BOS contracts.
-
Professional certifications such as Facility Management Professional (FMP), Certified Facility Manager (CFM), Sustainability Facility Professional (SFP), or Facilities Management Certificate.

Demonstrated experience utilizing GFEBS and Army maintenance management systems.
Knowledge, Skills and Abilities
-
Ability to understand, speak, read, and write English.
-
Extensive knowledge of Army installation operations and facilities management programs.
-
Possess strong leadership, organizational, and communication skills.
-
Ability to manage multiple operational priorities across geographically dispersed work locations.
-
Knowledge of work management, preventive maintenance, demand maintenance, project execution, and asset management principles.
-
Ability to analyze operational data and implement process improvements.
-
Possess strong customer relations and conflict resolution skills.
-
Ability to prepare executive-level reports, briefings, and presentations.
-
Working knowledge of applicable FAR, DFARS, Army regulations, and performance-based contracting principles.

Regularly required to sit, stand, walk, communicate, and operate computer equipment.

May occasionally be required to visit maintenance shops, industrial facilities, construction sites, utility infrastructure, and outdoor work locations.

Ability to inspect facilities and equipment in varying environmental conditions.
