The Manager of Project Development, Western Interstates is responsible for leading the development of growth projects across the Western Interstates footprint, including Northwest Pipeline, MountainWest, and other associated assets. This role provides leadership for a team of project developers and works closely with Business Development, Commercial, System Planning, Engineering, Operations, Environmental, Regulatory, and Project Execution teams to advance projects from opportunity identification through commercial sanction and handoff to execution. Knowledge of project scheduling and estimating, the ability to collaborate with internal and external business partners, and the desire to nurture a team environment are keys to success!

Responsibilities/Expectations:

  • Lead, develop, and support a team of Project Development professionals across the Western Interstates systems

  • Foster a culture of accountability, collaboration, continuous improvement, and safety

  • Oversee the development of pipeline, compression, storage, and facility expansion projects from concept through handoff to execution

  • Ensure project scopes, schedules, cost estimates, risks, and assumptions are well-defined and documented

  • Drive consistency and quality across project development processes, deliverables, and management presentations

  • Review and approve project development work products before submission for commercial or management decisions

  • Partner closely with Business Development to evaluate customer opportunities and develop competitive expansion solutions

  • Collaborate with commercial and system planning organizations to identify and shape future growth projects

  • Communicate project status, risks, opportunities, and resource needs to leadership

  • Other duties as assigned

Education/Years of Experience:

  • Required: Bachelor of Science degree in engineering or related field and a minimum ten (10) years' experience in oil and gas with a background in engineering, project controls, commercial development, operations and/or project management

  • Preferred: A minimum of seven (7) years of project execution experience; an engineering degree, an advanced degree, PE license and/or PMP certification

Shift/Work Hours/Travel Requirements:

  • May be required to travel up to 25%

Other Requirements:

  • Demonstrated experience with Microsoft Project/Primavera and Oracle Applications

  • Proficient knowledge of Microsoft Office Application and PC skills

  • Excellent written and oral communication skills and a collaborative approach

  • Experience with project analysis and volume forecasting

  • Solid understanding of DOT design requirements and industry standard methodologies

  • Experience managing programs and supervising engineering and project management professionals
