Summary

You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the U.S. Naval Observatory Department of NAVOBSERV.

Duties

  • You will perform and oversee advanced financial management analysis supporting all phases of budget formulation, justification, execution, and strategic financial operations for organizational programs and activities.
  • You will develop and refine highly complex budget estimates and financial plans to ensure compliance with guidance from the Department of War (DoW) and Department of the Navy (DON) and provides guidance and oversight of these activities.
  • You will evaluate the financial impact of programmatic decisions, monitor obligations to identify risks or variances, and implement innovative solutions to resolve financial challenges and improve resource utilization.
  • You will ensure that a comprehensive audit trail is maintained for all budgetary transactions and decisions, providing transparency and accountability for financial operations.
  • You will develop findings and presents actionable recommendations to improve internal controls, mitigate audit risk, and strengthen fiscal stewardship.
  • You will identify and implement innovative financial solutions to enhance organizational performance.
  • You will apply advanced accounting, internal controls, and financial reporting principles to ensure the accuracy, reliability, and integrity of organizational enterprise financial systems information.
  • You will examine fiscal laws and regulations and provides definitive interpretations to resolve complex and precedent-setting accounting issues.
  • You will plan and organize the work of subordinate personnel to ensure timely and efficient completion of both priority and routine assignments, and models self-accountability in all tasks.
  • You will provide technical and administrative guidance, oversight, and instruction necessary to support individual and team to successfully complete assigned duties.

Qualifications

GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing or advising on work in any of the phases or systems of budget administration. Experience performing a variety of functions such as formulation of budgets and estimates to support plans, programs, and activities, to include presenting and defending budget estimates before authorities; reviewing and evaluating budget requests; control and reporting of obligations and expenditures. Experience developing, determining, and interpreting budgetary policies and practices. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; implementing legal and regulatory controls over approved budgets; implementing internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Experience prioritizing work and schedules to assure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. Experience improving production and quality of work. Experience assigning work to subordinates based on employee's capabilities, priorities and difficulty. Experience developing performance standards and evaluating employee performance. Experience providing technical and administrative oversight, advice and instruction. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
