Full job description

The Department of Transitional Assistance (DTA) is seeking internal applicants for theHealthy Incentives Program (HIP) Coordinatorposition. The HIP Coordinator is responsible for reviewing and analyzing data and operations, identifying program needs, and recommending improvements to policies, procedures, and program delivery. This role also involves collaborating with agency staff and external partners, as well as coordinating and monitoring unit activities to ensure effective operations and compliance with established standards. The duties listed below are not all-inclusive. /Duties and Responsibilities (these duties are a general summary and not all inclusive):/ * Coordinate and monitor cross-functional activities to ensure effective, compliant HIP and SNAP CSA operations aligned with program goals. * Review and analyze operational procedures, systems, and workflows to identify inefficiencies and gaps * Lead and coordinate special projects and process improvements, managing timelines, tracking progress, and evaluating results. * Participate in analytics discussions on HIP usage and analyze data to improve processes, track progress, and inform stakeholders. * Monitor team workflows and outcomes to identify systemic issues and lead implementation of sustainable solutions * Draft reports, memos, and other forms of communication for various audiences. * Collect, analyze, and report data to improve processes, track progress, and inform stakeholders. * Perform other duties as assigned /Required Qualifications:/ /* / * Possession of a Massachusetts Motor Vehicle Operator’s license is required for travel-related assignments. /Preferred Qualifications:/ * Knowledge of federal, state, and local government systems, including the laws, rules, and regulations of government benefit programs. * Knowledge of the mission, goals, and objectives of SNAP. * Knowledge of the needs of low-income individuals and families. * Knowledge of DTA local office practices. * Excellent oral and written communication skills. * Highly skilled in execution and implementation of a public-facing program * Knowledge of the principles and practices of human resource management, including behavioral techniques, planning, forecasting, organizational development, etc. * Knowledge of the development of best practices. * Knowledge of data collection and analysis methodologies. * Knowledge of project monitoring and evaluation systems. * Knowledge of methods and techniques of policy analysis. * Proficiency using Microsoft Word, Excel, and PowerPoint to produce formatted documents * Ability to design and implement planning, policy, research, and evaluation processes. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in work simplification, management analysis, program analysis, methods analysis, economic analysis, fiscal analysis, financial analysis, budget analysis, program administration, or program management or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management, public administration, industrial engineering, or industrial management may be substituted for a maximum of two years of the required experience.* II. A Graduate degree with a major in business administration, budget management, public administration, industrial engineering or industrial management may be substituted for a maximum of three years of the required experience.* III. A Bachelor's degree or higher degree with a major other than in business administration, business management, public administration, industrial engineering or industrial management may be substituted for a maximum of one year of the required experience.* *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience. Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
