Summary

This position is located at a Forest Service Regional Office within Region 6. The incumbent serves as an Assistant Director reporting to the Director of Fire & Aviation Management. Provides delivery of programs related to business operations of the Fire & Aviation Management organization. Duties

  • Interpret complex program requirements, identifies areas for improvement and provide advice to accomplish the desired outcome.
  • Accountable for financial planning, execution and monitoring in collaboration with specialists in agency's budget and finance organizations.
  • Supports coordination of multiagency interactions related to Fire and Aviation Management collaborative response to preparedness as well as emergency incidents.
  • Coordinate Fire and Aviation Management business operations including policy, guidance, analysis, evaluation and training functions.
  • Serve as a liaison on budget and financial management activities.
  • Provide technical and administrative supervision to employees in a variety of professional and non-professional occupations.
  • Respond quickly and effectively to unexpected and rapidly changing conditions.
  • Collaborate or develop business approaches with a broad array of stakeholders
  • Analyze emerging and critical issues and develop strategies and recommendations responding to those issues.

Requirements

Specialized Experience Requirement: For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Qualifying specialized experience includes meeting four or more of the following: Demonstrate leadership competences at an advanced or expert level of proficiency - to include building coalitions and business acumen (Financial Management); and/or Participated in the development of program guidance, processes, and procedures related to business aspects of a Fire & Aviation Management organization; and/or Conducted analysis of relevant stakeholder information or training needs; and/or Convened stakeholders to communicate detailed information and deconflict issues; and/or Provided guidance or training to agency and interagency personnel; and/or Identified issues, gathered and analyzed information, and developed advice to resolve substantive problems affecting efficiency of interagency business operations; and/or Directed and conducted review of the effectiveness of financial management and other business practices for the program areas within scope; and/or Served as an advisor and technical resource to officials on cooperative fire agreements and similar instruments. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Position(s) will be located in a duty station at a Forest Location within Region 6. Final determination of the duty station will be made by the selecting official at the time of the job offer.
