Starting Salary: $70,012.80 - $90,001.60 Annually *This position is eligible for a hybrid working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week. This is a term-limited position with funding available through December 2029. Extension beyond the initial contract is subject to project scope requirements and approved funding.
Description of Role Colorado has received approximately $140 million from the Department of Energy to implement two income-qualified Home Energy Rebate programs: Home Efficiency Rebates (HER) and Home Electrification and Appliance Rebates (HEAR). This position will primarily support the HER program, although duties will cross both Home Energy Rebates programs, and with other team program tasks as assigned. The HER program is an income-qualified rebate program that grants rebates through efficiency reductions in whole-building energy usage through modeled energy savings. This program will focus on two main building types - multifamily buildings 50,000 square feet or larger, and manufactured housing or mobile homes. Additionally, this position will support vendor management, grant management, and contract management. The Home Energy Rebates Program Associate will also have the opportunity to work on emerging tasks such as workforce, communications and engagement, and building decarbonization as it relates to the Home Energy Rebates Programs, HEAR and HER.
General Duties and Responsibilities Program Management & Operations Support

Program Delivery & Performance: Support the end-to-end implementation of the Home Energy Rebate (HER) program, ensuring alignment with project plans, program goals, compliance standards, and daily project management needs.

Stakeholder Management: Support team engagement with the unique stakeholder groups of the HER program including consumers, contractors, and groups that support the building and community segments of large multifamily buildings and manufactured/mobile home communities. Contribute to outreach and engagement objectives, collateral development, and in-person events throughout the state.

Rebate and Payment Processing: Routinely review a sample of rebate applications, evaluate for accuracy, resolve any discrepancies with vendor, and process payment in the Salesforce system.

Vendor Management: Track performance, review all deliverables, and process monthly invoices.

Budget & Financial Tracking: Track program expenditures and contractor costs, ensuring full adherence to state and federal funding requirements.

General Support: Execute additional programmatic and project-related tasks as assigned. Coordinate with internal CEO teams for cross-departmental collaboration.

Continuous Improvement – identify opportunities to deliver the HER and other team programs more efficiently and improve program outcomes.
Research & Reporting

Performance & Milestone Reporting: Track progress toward key program goals, and compile evaluation data. Support with program closeout, federal reporting, final program data consolidation and analysis.

Help develop, monitor, and report on progress toward program operational measures and goals.

Participate in the evaluation of program outcomes and propose changes to the Unit Director for program improvements and to support the annual strategic planning process.

Assist in the research and development of leading building policy and legislative activities.

Help promote data-driven decision making through the collection and utilization of program data.

Support research projects, including the development of strategic work plans, scopes of work, project deliverables, and corresponding state and federal budgets.
Minimum Qualifications
-
Four years of professional experience, or a bachelor’s degree in a related field (public administration, environmental science, engineering, sustainability, etc.) and three years of professional experience.

Background in grant management, administration, policy or reporting.

Highly motivated and detail oriented.

Strong quantitative and analytical skills.

Team player with excellent interpersonal, listening, and diplomacy skills to build positive relationships.

Demonstrates a high level of initiative and strong work ethic.

Strong time management and organizational skills.

Excellent computer skills, including the Microsoft Office suite and Google suite.

Demonstrated interest in the mission of the Colorado Energy Office.
Preferred Qualifications
-
Previous work with government administered rebate programs.

Previous work administering and reporting on federal grants.

Demonstrated curiosity and passion for effecting positive change in Colorado’s building sector.

Previous outreach and engagement work with large multi-family buildings and/or housing partners.

Knowledge about energy and/or residential energy issues in Colorado strongly preferred.
