Summary

The Department of Energy (DOE), Office of Inspector General is currently looking for a IT Specialist (System Administration/System Analysis) in the Division of Technology - Systems Operation. Join our professional team of auditors and investigators who help support DOE's mission through performance and financial audits, inspections of management issues and administrative allegations, and investigations into alleged violations of law.

Duties

As an IT Specialist (System Administration / System Analysis), you will be responsible for a wide range of complex duties. Your major duties include, but are not limited to, the following: Lead the day-to-day operations, configuration, maintenance, capacity planning, and troubleshooting for enterprise servers, digital services, and platforms (e.g., SharePoint, Microsoft Power Platform, and internal/external websites) across multiple operating environments. Evaluate organizational business processes and IT needs, translate functional requirements into actionable technical specifications, conduct alternative product analyses, and direct user-acceptance and system-integration testing for new or modernized digital solutions. Ensure assigned systems maintain an Authorization to Operate (ATO) by implementing Federal/NIST security controls, conducting vulnerability assessments, leading incident remediation, and responding to FISMA compliance data calls. Administer, tune, and maintain backend databases; ensure data integrity, backup, and disaster recovery; and build SQL queries, reports, and dashboards to support operational decision-making. Manage IT project schedules, roadmaps, and resources; monitor technical contractor performance; and provide senior-level IT advice and advanced tier troubleshooting to approximately 300 OIG personnel, leadership, and external partners. Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected To qualify for this position at the GS-13 grade level, you must possess one of the following minimum qualifications by close of the announcement. BASIC REQUIREMENT: In accordance with OPM's Individual Occupational Requirements and competency based framework for the GS-2210 series, applicants must meet the following basic requirement for the Information Technology Management Series, GS-2210, positions at the GS-13 grade levels and must demonstrate all nine required general competencies at or above the minimum proficiency level applicable to the grade level for which they are being considered. Level 3-Intermediate: Applies the competency in difficult situations and requires occasional guidance. Level 4-Advanced: Applies the competency in considerably difficult situations and generally requires little or no guidance. Required competencies: Attention to Detail: Is thorough when performing work and conscientious about attending to detail. GS-13: Level 4 Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve problems, or satisfy expectations; knows about available products and services; and is committed to providing quality products and services. Specialized experience for this position is defined as experience that demonstrates ALL of the following.: Systems Administration: Independently administering, configuring, monitoring, maintaining, patching, or upgrading operating systems, enterprise servers, or infrastructure; monitoring capacity, performance, and availability; and diagnosing and resolving complex, multi-environment system problems. Systems Administration: Administering enterprise platforms, digital collaboration tools, or web environments (e.g., SharePoint, Microsoft Power Platform, or directory/identity services); managing user permissions and access controls; and executing platform configuration updates or migrations. Systems Analysis: Conducting business-process or IT-needs analyses; gathering, analyzing, and documenting functional and technical requirements; and translating user needs into system specifications or workflow diagrams. Systems Analysis: Evaluating IT products, software, or technical alternatives; assisting with or coordinating system-integration activities; and planning or executing system, functional, or user-acceptance testing (UAT). -OR- I do not meet the normal one-year specialized-experience pathway, but I qualify under an alternative qualification pathway.
