Summary
This Supervisory Information Technology Program Manager (Senior Deputy Assistant Director for Enterprise Administration) position is located in the Information Technology and Data Division, Washington, DC. NOTE: This is a non-law enforcement position. Individuals selected for these positions will lose law enforcement coverage and will need to return to a position with "primary" law enforcement coverage to regain coverage.
Duties
As the Senior Deputy Assistant Director for Enterprise Administration, the incumbent oversees the BOP's information technology (IT) enterprise operations and support. This oversight includes planning, budgeting, and execution of resource management and oversight of IT staff training and technical support; and IT support of BOP field users, including institution staff, regional offices, training centers, and the Central Office. The incumbent also has oversight of the management and support of non-BOP users accessing BOP IT systems. As a principal member of the Assistant Director's staff, the incumbent is involved in all major policy decisions in the review and evaluation of program areas and must remain current on goals and objectives of the supervisor in the BOP. The incumbent will serve as a liaison between ITDD and other divisions and offices. In this capacity, the incumbent will serve as the focal point within the Division for the planning, implementation, and monitoring of relevant national program review activities as well as providing support, assistance, and feedback for program changes. The incumbent works with various members of the criminal justice community, including courts, Congress, DOJ components, Department of Homeland Security, State and local entities, and others to identify and coordinate trends, programs, events, and other actions and to develop and coordinate various targeted BOP programs or dissemination of information. U.S. Citizenship You will need to successfully complete a background security investigation before you can be appointed into this position. You will be required to travel occasionally for training and operational purposes. You must submit to a drug test and receive a negative drug test result before you can be appointed into this position. After appointment, you will be subject to random testing for illegal drug use. Qualifications
This position uses a resume-only application process. A panel may evaluate whether you meet the ECQs and MTQs through resume review, assessment, and/or interview. MANDATORY TECHNICAL QUALIFICATIONS: MTQ 1. Demonstrated professional and executive level technical knowledge and management experience in Enterprise Information Technology, Cybersecurity, Data, Communications, and emerging technology within the corrections or criminal justice sector, including demonstrated experience in developing, formulating, and promulgating new and updated information technology strategies, policies, directives, and procedures related to these topics across a wide and diverse enterprise. Experience successfully executing technology vision and strategy through partnership with Acquisition and Operations personnel. MTQ. 2. Demonstrated financial and personnel management experience related to information technology, including planning for and justifying resources and delivering high ROI Information Technology investments, including ability to conduct sound analysis, and to present the results in a clear, precise, and persuasive manner on complex issues related to information technology matters in response to federal information technology statuses, regulations, policies, or procedures.

Applicants will be evaluated based upon how they have addressed the Mandatory Technical Qualifications (MTQ) and Executive Core Qualifications (ECQs) within the resume. The ECQs describe the skills needed to succeed in the Senior Executive Service, and are in addition to the specific MTQ listed above. To assess the executive experience of each candidate, applicants applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to the five ECQS. ECQ 4-LEADING PEOPLE: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals; To drive a high-performance, high-accountability culture. ECQ 5-ACHIEVING RESULTS: Demonstrated ability to achieve both individual and organizational results, and to align results to state goals from superiors. Application materials will not be returned. Upon appointment, you will be required to complete a Public Financial Disclosure Report (OGE-278) and must update this report annually thereafter. Veterans' Preference does not apply to Senior Executive Service positions. The Executive Core Qualifications (ECQs) for any selectee who is not a current or former career SES employee under Title 5 must be certified by the Office of Personnel Management (OPM) prior to appointment. Individuals entering the SES for the first time are subject to a one-year probationary period. Applicants who have completed an OPM-approved SES Candidate Development Program (CDP) and received ECQ certification must provide a copy of their certification as part of their application package. Candidates must still meet the Mandatory Technical Qualifications (MTQs) for the position, however, you do not need to address the ECQs if you meet any of the following criteria: You are currently serving under a career SES appointment You are eligible for reinstatement into the SES You have completed an OPM-approved CDP and received Qualifications Review Board (QRB) certification. Proof of QRB certification must be provided. The selected candidate may undergo additional evaluation through a structured interview conducted by the OPM QRB. OPM must review and approve the executive qualifications of all new career SES appointees prior to appointment.
