Summary The Defense Counterintelligence and Security Agency's (DCSA) Management Office for Industry (MOI) is looking for a Personnel Security Specialist to manage the lifecycle of PV matters for DoW Contractor/Industry personnel. This includes designation determinations, identity validation, determining vetting requirements, and security clearance eligibility determinations. Responsibilities This position may be filled at either GG-07 or GG-09 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties: Perform routine, standardized assignments in support of Continuous Evaluation and Personnel Security Operations. Participate in the review, validation and coordination of alerts generated by the DoW Continuous Evaluation program. Utilize supporting systems to receive alert information, conduct identity resolution, determine if alerts meet established business rule criteria and coordinates adjudicative-relevant and actionable alert information with the DoW Trust Decision, formally known as Consolidated Adjudications Facility and Component security officials. Review personnel security questionnaires that contain issues concerning national security to include: Allegiance issues; Foreign Influence and Preference issues; Sexual misconduct; Personal Conduct; Criminal Conduct; Alcoholism; Drug Involvement; Financial Irresponsibility; Mental Disorders; and/or Misuse of Information Technology Systems. Assist higher-level personnel who are performing Continuous evaluation and Personnel Security projects in order to develop competence and expertise. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: GG-07 - Reviewing rules, procedures, and operations sufficient to ensure Standard procedures; Participates in research, review, and analysis of existing policies and other sources of information; Assists in the preparation and development of correspondence aimed at providing guidance to a workforce. OR a conferred bachelor's degree (or equivalent). (Experience at GS/GG-06 level must be reflected in resume). Specialized experience for this position includes: GG-09 - Participates in analysis, review, and evaluation of investigation request or responses; Assists in elementary continuous evaluation and Personnel security assignments, operations and procedures; Utilizes continuous evaluation and personnel security supporting systems to assist investigators, requesters and adjudicators; Preparing correspondence and developing materials for briefings providing guidance, resolution of problems, and assurance on continuous evaluation and personnel security matters OR a master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Education If substituting or combining education for experience, transcripts MUST be provided. Failure to provide transcripts will result in you being rated ineligible for this position.
