Full job description

DCHS seeks for a detail-oriented and motivated individuals to join the Director’s Office Finance, Accounting, and Compliance Services team as Business and Finance Officer I (BFO I). This Special Duty/Temporary Limited Term (TLT) position is for 24 months. The role will perform day-to-day accounts payable, budget, and accounting functions that support contracting, invoicing, data integrity, and financial management for programs for the Adult Service Department (ASD) programs. ASD manages the Veterans, Seniors, and Human Services levy (VSHSL), the Veterans Relief Fund (VRF), and the Community Service Operating (CSO) funds. WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 24 months from the stat date, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position meets the provisions of the Fair Labor Standards Act and is overtime eligible with supervisory pre-approval. This position is represented by Protec17.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

  • Process accounting transactions including payments, revenue entries, and interfund transfers.

  • Answer questions from providers about monthly payment and billing activities.

  • Work with confidential financial or client billing information across multiple systems and follow all required privacy procedures.

  • Identify and resolve data discrepancies to help maintain accurate financial records.

  • Support reconciliation of County financial systems with internal tracking tools.

  • Assist in preparing financial reports for programs and funding sources.

  • Work with program managers to understand their needs and provide useful financial information.

  • Help administer and monitor contracts and funding sources.

  • Perform basic financial analysis with guidance from senior finance staff.

  • Extract and organize financial data using Oracle EBS, Oracle BI, and other internal systems.

  • Support department-wide financial tasks as needed.

  • Perform other duties as assigned.

  • Knowledge of basic accounting, accounts payable, or budgeting principles.

  • Three (or more) years of relevant professional experience.

  • Two (or more) years of professional experience in accounting, finance, or accounts payable; and/or an equivalent combination of education and experience.

  • Familiarity with human service providers and community-based organizations.

  • Ability to manage changing priorities and handle multiple tasks with attention to detail.

  • Experience with automated financial or accounting systems, such as Oracle/EBS, Hyperion, or Oracle BI.

  • Intermediate proficiency in Microsoft Excel, including pivot tables, VLOOKUP, and IF functions.

  • Strong verbal and written communication skills.

Desired Experience, Qualifications, Knowledge, Skills

  • Knowledge of public sector budgeting or government fund accounting.
  • Bachelor’s degree in accounting, finance, business administration, or a related field.
  • Experience with Oracle/EBS, Hyperion, or Oracle BI.
  • Knowledge of King County programs and funding sources.
