The Division of Administration/Office of Planning and Budget has a vacancy.

The State Planning Program within the Office of Planning and Budget serves as the centralized planning and resilience program for state government, coordinating state and local efforts in identifying and developing strategic and effective planning and risk mitigation approaches. This program provides a framework and implementation roadmap for developing long range planning, policy development, and technological capacity within state government. The program will serve as a resource to stakeholders in developing planning initiatives and goals, including coordinating and aligning state and local planning efforts to ensure efficient and effective long-term planning decisions for the State of Louisiana.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:• Overseeing the state’s capital construction program

  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Three years of experience in budget development or analysis, accounting, auditing, policy planning, procurement, contracts or grants management, project management, statistical analysis, or financial services; OR

Six years of full-time work experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties: The duties and responsibilities of this position require the following activities of the incumbent:

  • Develops state government-wide goals, objectives, policies, and procedures to advance a coordinated vision for planning among departments and agencies.
  • Recommends specific policies and procedures for development of the program initiatives.
  • Conducts presentations to public officials on state management processes and progress made in implementation of these processes.
  • Oversees preparation of reports on state policy research and analysis.
  • Meets and discusses planning-related issues with state agencies as directed.
  • Oversees uniform introduction and implementation of planning processes for policy development, strategic planning, and performance accountability.
  • Reviews strategic plans as well as operations plans and performance indicators submitted by departments, agencies, and programs.
  • Develops and conducts customized courses and presentations on policy development, strategic planning, operations planning and budgeting, and other planning concepts, processes, and tools.
  • Liaises with regional and local planning authorities in the state to ensure coordination.
  • Coordinates planning activities and policies across state, regional, parish and local levels; integrates with other entities outside the state.
  • Provides technical advice and management consultation to federal, state, and local government agencies.
  • Performs other duties as assigned.

Position-Specific Details: Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a State Budget Management Analyst 1 ,2 or 3.

Compensation: This position has a Special Entrance Rate (SER) as follows:• State Budget Management Analyst 1, the SER is $2,268.00 biweekly.

  • State Budget Management Analyst 2, the SER is $2,456.40 biweekly.
  • State Budget Management Analyst 3, the SER is $2,729.60 biweekly.

The Salary range listed on the job posting reflects the pay grade minimum and maximum for the State Budget Management Analyst 1 job title. Preference will be given to applicants with experience in administering federal grants; strategic operational planning; performance measurement, performance accountability, budget or fiscal analysis; program management; institutional research or public finance. Applicant must be able to work overtime, often times on short notice. Travel may be required.
