Summary
This position is in the Health Professions Education (HPE) Office (HPEO) and is organizationally aligned and supervised by the HPE Manager, with oversight from the Designated Education Officer (DEO) who reports to the Chief of Staff (COS). This position supports the DEO and HPE management for establishing, maintaining, and evaluating the quality of HPE programs and the quality of care delivered by health professions trainees (HPTs) at the VA medical facility.
Duties
Monitors and manages the onboarding and off-boarding activities of HPTs to ensure each individual HPT is qualified to train at VA, meeting the requirements of the affiliate training program and requirements for federal employment. Facilitates and validates information for the TQCVL and expedites approval process from the DEO through the VA Facility Director and verifies information prior to any HPT's appointment. The position may provide completed onboarding packages to HR for processing, but subsequent qualification review is not performed. Informs VA Office of Security and Preparedness, Human Resource Administration, OIT, Office of Electronic Health Record Modernization (OEHRM) and others involved in processes that affect or influence the outcome of HPT programs. Synthesizes data including collection from various electronic resources to include but not limited to: OAA databases, HPT program codes and pay data reporting and retrieval, TMS Administration, Microsoft Identity Manager Account Management and Reporting, OIT IT provisioning request and reporting (YourIT Service Now), VA Financial Service Center Payroll Operations Data request including IPPS and TDY Travel, HR Smart Manager Self Service system entry, Access Identity Management Onboarding/Offboarding System, Electronic Permission Access System (ePAS) and NARS request, and VA Electronic Health Record data. Prepares data and information for executive-level briefings, decision or white papers, reports and other documents used for official reporting, communications or publication by the facility or OAA; manages and maintains electronic files in accordance with Records Control Schedule and Federal Information Security Management Act requirements. Facilitates performance measure goals by developing studies and evaluations for suspense items, accreditation standards, needs assessments/surveys, white papers, academic presentations, grant proposals, and OAA reporting requirements. Other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8:00am-4:30pm, subject to change based on the needs of the facility. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: his work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting; working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care; and experience assisting an administrative component of a health care onboarding process. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of of specialized experience and education equivalent combination successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements.
