SUPERVISORY CONTRACT SPECIALIST

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Supervisory Contract Specialist, GS-1102-13 for US Army Engineer District, Little Rock Contracting Division, National Contracting Organization Execution Branch, Located in Little Rock, AR.

Duties

• Serve as Contracting Officer with unlimited signatory authority to execute both pre award and post award contract actions.
• As needed, serves as Contract Specialist to execute mission requirements as workload necessitates
• Participates in litigation when needed.
• Provide technical direction over procurement and contracting activities in areas of preparation and issuance of sources sought announcements.
• Participates as procurement team member in negotiations of contracts and performs procurement staff surveillance during all phases of the contracts.
• Supervises and directs the maintenance and archiving of the official contract files
• Supervises, plans, and directs personnel management activities to include positions and pay, selection or participation in the selection of subordinate employees.
• Interview candidates for subordinate positions; recommend hiring, promotion, or reassignments.
• As an expert in the procurement and contract management field, advises primary customers and District office personnel in all phases of the acquisition process.
• Serves as a Team member on various District Project Delivery Teams.

Basic Requirement for a SUPERVISORY CONTRACT SPECIALIST GS-1102-13: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) performing pre-award and post-award contracting duties for construction, supply or service contracts; 2) adhering to applicable acquisition regulation while conducting market research, performing price/cost analysis, negotiations, and contract administration; AND 3) developing and/or providing guidance on contracting policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
