Full job description

This posting is open to internal Department of Enterprise Services (DES) employees only. You must reside in the state of Washington and have the ability to travel to in-person activities, meetings, and events as needed for business purposes.

Schedule: This flexible/hybrid position is scheduled Monday to Friday, 8:00 a.m. to 5:00 p.m.; flexibility in schedule is possible depending on workload and demand. Travel Requirements: Statewide travel is required as needed to various locations across the state. Limited overnight travel will be required.

Who We Are: The Department of Enterprise Services (DES) provides centralized business services to state government agencies; to other public entities such as cities, counties and tribes; and to Washington residents. What you will be doing: The DEI Training Team provides instructor-led training for statewide required courses, including DEI training. The team creates welcoming learning spaces where employees can build skills, gain confidence, and grow as leaders. This work supports the DES mission by helping state employees learn the tools they need to serve the public well, work respectfully with others, and make thoughtful decisions.

As the DEI Development Manager, you will work with program owners and designers to keep training clear, current, and useful so employees across Washington can do their jobs effectively and responsibly. You will be responsible for leading the delivery and implementation of DEI enterprise learning programs, ensuring high-quality, accessible, and scalable learning experiences that support the development of a respectful and inclusive public service workforce.

Customer service is vitally important to this position; as a result, it is an expectation that professional and respectful working relationships are sustained with all stakeholders and customers. You will be working collaboratively with diverse groups of staff, business partners and stakeholders.

Some of what you’ll enjoy doing includes:

  • Translate statewide DEI and leadership development goals into scalable, easy-to-use training and development curricula.
  • Build strong partnerships across agencies and divisions to promote, coordinate, and expand learning opportunities statewide.
  • Serve as a subject matter expert and trusted resource for enterprise learning, DEI development, and inclusive facilitation practices.
  • Oversee the design, delivery, and evaluation of learning programs, ensuring they are accessible, relevant, and effective for a diverse workforce.
  • Establish trainer qualifications, provide training and coaching for trainers, and maintain quality assurance standards for all deliveries.
  • Apply adult learning principles, human-centered design, and evidence-based instructional strategies in all learning solutions.
  • Lead and facilitate the work of the DEI Team—including mandated and required training programs such as DEI Training to meet program goals, maintain curriculum fidelity, and support continuous improvement.
  • Facilitate learning sessions as needed, modeling engagement, inclusion, and effective instructional practice.
  • Monitor program performance, analyze learner feedback, and use data to guide improvements in content, delivery, and learner experience.
  • Ensure all learning delivery aligns with DES mission, statewide policies, accessibility standards, and enterprise expectations.
  • Support change management efforts by preparing trainers and learners for new or updated enterprise initiatives.
  • Develop and maintain clear processes, guidance, and documentation for enterprise learning delivery.
  • Mentor and support facilitators in building their skills, confidence, and readiness to deliver statewide curriculum.
  • Promote a culture of learning, equity, and service by modeling professionalism, stewardship, and inclusive leadership.

Required Education, Experience, and Competencies: Relevant experience and/or education totaling at least six (6) years:

  • Relevant experience includes: Advanced cultural competency and ability to implement DEI practices, proficient in facilitation skills, leading professional teams and tracking program outcomes, establishing criteria and providing quality assurance oversight for delivering training, developing and evaluating curriculum, knowledge of adult learning principles and learning technologies, solving complex problems and integrating feedback from diverse learners.
  • Relevant education includes focus on instructional design, education, HR or related field

AND

  • Excellent verbal and written communication skills.
  • Experience monitoring budgets, including funding, fee revenue, and expenses and adhering to business practices for a balanced budget.

Preferred/Desired Education, Experience, and Competencies:

  • Experience with the marketing of products or services for broad adoption or engagement.
  • Experience applying learning methodologies and ADDIE/SAM instructional design.
  • Experience developing or implementing quality assurance for program effectiveness.
  • Experience monitoring budgets, including funding, fee revenue, and expenses and adhering to business practices for a balanced budget.
  • Additional experience in the required knowledge, skills, and abilities.
  • Certification in any of the following:
  • ATD Master Trainer,
  • Military Instructor/Facilitation identifications (Master Trainer, Small Group Leader, Leadership School Instructor, Writer Developer Certified)
  • Finance Certifications such as Certified Defense Financial Manager
  • Certified Government Financial Manager
  • Lean Six Sigma
  • Cost Management Course
  • IDI certifications
