Supervisory Program Manager

Summary

The Supervisory Program Manager serves as a first-level supervisor and the principal programmatic and technical Test & Evaluation (T&E) authority within the Direct Reporting Portfolio Manager for Unmanned Systems (DRPM-UxS) office, exercising full administrative and technical direction over a multidisciplinary team of engineers, analysts, and acquisition professionals.

Incumbents typical work assignments may include the following: Plans, schedules, and assigns work based on organizational priorities, mission criticality, and individual capabilities. Interviews candidates and makes authoritative selections for vacant positions, leveraging direct-hire authorities and strategic human capital strategies to build specialized talent pipelines in autonomous systems flight test, AI/ML safety evaluation, live-virtual-constructive (LVC) environments, and advanced data analytics. Serves as the principal technical and functional authority for Test and Evaluation (T&E) products and strategy across the entire DRPM-UxS portfolio. Applies comprehensive program management and systems engineering expertise, designs, implements, and institutionalizes rigorous, standardized frameworks for requirements-traceability, data-sufficiency, technical-review gates, and reporting protocols across all unmanned systems programs. Leverages advanced strategic communication and stakeholder engagement expertise, serves as the primary technical advisor to the Direct Reporting Portfolio Manager, Office of the Secretary of War (OSW) leadership, and senior Department of War (DoW) officials on testing constraints, range availability, program risks, and system readiness. Bridges technical complexities with operational commander requirements, ensuring the DRPM-UxS portfolio remains agile, legally compliant, and optimized to field high-performing, safe, and combat-effective unmanned systems at the speed of relevance. Qualifications

In order to qualify for this position, you must meet the requirements described below. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0300/program-management-series-0340/ You may qualify at the NH-4 (GS 14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-3 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability in: Applying a mastery of Testing & Evaluation principles, practices, and guidelines, with demonstrated ability to manage large-scale testing programs without requiring direct engineering execution. Analyzing and certifying comprehensive test plans, methodologies, data collection strategies, and scientific test reports to ensure validity and safety. Applying a deep knowledge of requirements-traceability, data-sufficiency, technical-review, and reporting standards to establish programmatic uniformity. Translating highly complex, data-heavy testing outcomes and limitations into clear, strategic advisories for senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
