Summary The Associate Chief of Staff (ACOS) Primary care ensures the continuation of comprehensive health care for veteran patients. The scope of care is responsible for Primary Care services, but must also provide indirect oversight for all medical, surgical, and ancillary services provided at this facility. Includes direct supervision of clinical operations to include all Primary Care providers in support of assigned location in the SLCVA Primary Care. EDRP Authorized: Not Authorized Pay: Competitive salary, annual performance bonus, regular salary increases Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME) Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Licensure: 1 full and unrestricted license from any US State or territory CME: Possible $1,000 per year reimbursement (must be full-time with board certification) Malpractice: Free liability protection with tail coverage provided Contract: No Physician Employment Contract and no significant restriction on moonlighting Duties: - Medical significance, interpretation, and correlation of patient testing data. - Anatomic Pathology - able to interpret and explain anatomic pathology results as appropriate. - Consultations - Able to provide consultations for patients, instructing providers as appropriate. - Medical Staff Privileges - As applicable, serve as an active member of the medical staff for those facilities served. - Standards of Performance - Define, implement, and monitor standards of performance in quality control, quality improvement, and cost-effectiveness of the Primary Care Service as appropriate or at the direction of medical director or designee. - Quality Improvement Responsibilities - Assume responsibility for implementation of the quality improvement plan. - Personnel - Ensure that there are sufficient qualified personnel with adequate documented training and experience to meet the needs of the Primary Care service. - Strategic Planning - Perform planning for setting goals and developing and allocating resources appropriate to the medical environment. - Educational Responsibilities -Participate in educational programs of the institution. - Safety - Implement a safe clinical environment in compliance with good practice and applicable regulations. - Procedures- additional procedures to include Women's Health, Routine Primary Care Dermatology or Orthopedic Procedures outside of normal scope of practice and approved through the Medical Staff Executive Board and other applicable committees - Monitors and implements plans to improve clinical measures in Primary Care - Directly supervises Primary Care providers. - Supervisory duties to include conducting proficiencies, chart reviews, writing scopes of practice, and corrective action as needed. - Educates staff on PACT principles and works to improve clinic efficiency. - Serves on committees representing the Primary Care Service Line. - Responds to action items and patient concerns in a timely manner in proper format. Work Schedule: Monday through Friday 8:00am to 4:30pm. Requirements Conditions of Employment All qualified candidates encouraged to apply. Must pass pre-employment physical evaluation/examination. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). You may be required to serve a probationary period. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Physician Assistant Basic Requirements Master's degree in any discipline or a bachelor's degree in any discipline with one year of experience as a Physician Assistant AND Successfully passed the PA National Certifying Exam (PANCE) (or are you in the process to taking the exam) AND Currently hold, or will hold, a full and unrestricted license to practice in a State, Territory, or Commonwealth of the United States or in the District of Columbia. Preferred Experience: Must have at least 2 years of Primary Care experience and demonstrated leadership skills. Preferred- Advanced knowledge and ability to direct complex administrative management systems, and a working knowledge and understanding of general clinical systems as they relate to patient care. Grade Determinations: Physician Assistant-IV (PA-IV). Positions may include but are not limited to: Facility or Veterans Integrated Service Network (VISN) Lead PA, Facility PA Education Lead, PA Residency Program Director, or other Clinical and/or Administrative leadership assignments. PA (Clinical Leader/Administrative Leader). PAs at the PA-IV grade level may serve as clinical leader or administrative leader. Clinical PA Leaders may be assigned to positions/studies where limited guidance exists as physician oversight is not required. Administrative PA Leaders are involved with strategic planning and administrative/managerial responsibilities for integrated programs that cross service and/or discipline lines and influence organizational mission and health care. A PA clinical leader/administrative leader may monitor or evaluate services or programs with interaction of senior administration. i. Experience. PA clinical leaders/administrative leaders require five years of experience which included leadership assignments that involved formulating program objectives and priorities, implementing plans and practices, and interpreting regulatory and organizational guidance to develop and implement policies and/or procedures. ii. Demonstrated Knowledge, Skills, and Abilities. PAs at this level are not required to meet each individual KSA listed below to qualify, but should be able to demonstrate, develop, or acquire those not met upon appointment for PA-IV: a. Ability to assess information and make recommendations that may significantly affect the content, interpretation, or development of programs concerning critical matters or key issues within the health care system. b. Ability to schedule and supervise staff, students, or ancillary personnel, to include conducting performance evaluations. c. Skill in planning, organizing, directing, and controlling an integrated program. d. Skill in design, management of budget, and cost benefit analysis to ensure optimal stewardship of resources. e. Ability to analyze complex medical care, organizational processes and/or systems, and develop and implement solutions that improve outcomes at the program or service level. f. Ability to develop and recommend new or revised policies or procedures to justify program goals and motivate assigned personnel.
