Duties

  • If selected at the GS-13 level, duties will be performed in a developmental capacity
  • Serves as the senior evaluator for the Task Force Support (TFS) National Security/Emergency Preparedness (NS/EP) contract portfolio, overseeing contractor performance and key surveillance, post-award, and invoice review activities.
  • Leads the development and evaluation of complex procurement requirements and prepares market research reports, Independent Government Cost Estimates (IGCE)s, and business case analyses to guide strategic sourcing and resource decisions.
  • Analyzes complex issues affecting crisis response, develops innovative solutions to address logistics and program shortfalls, and ensures quality control and compliance across requisition packages.
  • Serves as a senior authority on acquisition strategy and requirements development, advising leadership and staff and establishing improved business practices and Standard Operating Procedures (SOP)s to enhance organizational performance.
  • Develops performance-based requirements from mission needs and works with the Contracting Officer (KO) and Contract Specialists to ensure alignment throughout the acquisition process.

Qualifications

To qualify for a Program Evaluator, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-13 Evaluating and overseeing complex, high-impact service and infrastructure support contracts, including developing and managing QASPs, performance metrics, surveillance activities, post-award evaluations, and milestone and invoice reviews. Leading the development, refinement, and analysis of complex procurement requirements and producing authoritative acquisition documents such as market research reports, IGCEs, and business case analyses to inform strategic sourcing and resource decisions. Analyzing sensitive, high-risk operational and program issues impacting crisis response, developing innovative solutions to address emergent logistics shortfalls, and ensuring quality control and compliance across diverse requisition and acquisition packages. GS-14: Providing senior-level oversight and authoritative evaluation of complex, high-risk service and infrastructure support contracts, including leading portfolio-level performance management; directing QASP development; establishing performance governance frameworks; and conducting advanced post-award, milestone, and invoice reviews. Leading enterprise-level requirements development and resource analysis for highly specialized and contingency-driven procurements, including producing expert market research, IGCEs, and acquisition business cases that shape strategic sourcing, resourcing, and mission support decisions. Resolving highly sensitive and complex operational issues affecting crisis-response capabilities by developing innovative, nontraditional solutions; establishing compliance and quality-control standards across diverse acquisition packages; and serving as a senior subject matter authority who provides strategic guidance to leadership and program managers Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, must demonstrate experience that includes: Providing senior-level oversight and authoritative evaluation of complex, high-risk service and infrastructure support contracts, including leading portfolio-level performance management; directing QASP development; establishing performance governance frameworks; and conducting advanced post-award, milestone, and invoice reviews; Leading enterprise-level requirements development and resource analysis for highly specialized and contingency-driven procurements, including producing expert market research, IGCEs, and acquisition business cases that shape strategic sourcing, resourcing, and mission support decisions; Resolving highly sensitive and complex operational issues affecting crisis-response capabilities by developing innovative, nontraditional solutions; establishing compliance and quality-control standards across diverse acquisition packages; and serving as a senior subject matter authority who provides strategic guidance to leadership and program managers This is an Emergency Essential (EE) position. The incumbent will be designated Non-Combat Essential (NCE). In the event of a crisis, the incumbent may be required to deploy, within CONUS only, via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EE position must arrange for a military deployment waiver from the Reserve Unit, which will remain in effect while assigned to the EE position. This requirement must be met prior to placement in an EE position. An NCE employee could be deployed to support emergency operations, humanitarian missions, disaster relief, or other expeditionary missions in the continental United States that are not considered "combat" locations. Deployment will be via Temporary Duty (TDY)orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location.

Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.
