Summary This position is within the Facilities Service Line aligned under Facilities Operations for the Tomah VA Medical Center. The purpose of this job is to direct, plan, assign, and coordinate year-round maintenance and operations work for the Roads and Grounds consisting of over 60 buildings and 174 acres along with Fleet Management of over 120 vehicles a variant of heavy equipment, off road vehicles and support equipment Responsibilities Planning: Develops short term (daily and monthly), annual (long term), and out-year plans (strategic) for replacement, maintenance, vehicle fleet utilization, and/or modernization of exterior site areas. Plans, directs and administers the complete maintenance program for standard and a variety of special purpose vehicles. Arranges for type and quantity of required vehicles. Plans and coordinates the vehicle rotation program by reviewing utilization patterns, then scheduling and rotating vehicle usage to achieve maximum efficiency and economy. Plan, organize, and participates in meetings and conferences, including some training sessions, to exchange information and coordinate maintenance planning and scheduling with user, maintenance and repair personnel, clinical and non-clinical staff, equipment operators and others. Work Direction: Responsible for overseeing employees of the units in the safe operation and maintenance (through demonstration) of all tools and equipment of the unit. Manages a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, para-transit vehicles, and special purpose vehicles to within an assigned geographical area. Develops detailed programs for the service, storage and maintenance of the equipment and its utilization. Inspects commercial sources for maintenance of vehicles operating locally and in areas remote from the facility. Manages and assesses the effectiveness of all financial aspects of fleet operations: Operating Funds, initiating commercial job orders, controlling vehicle operating and administrative inventory and initiating processing of billings and adjustment to customer agencies. Analyzes overall fleet operations: Financial aspects, Fleet credit card, services provided, productivity, performance of commercial vendors, customer utilization of assigned vehicles and related areas to achieve control over operations and to assess effectiveness and economy of operations. Administration: Supervises staff of skilled and semi-skilled Federal Wage System, technical, and administrative employees. Exercises judgment in dealing with routine personnel matters. Plan and establish leave schedules; training needs; performance standards and appraisal assessment. Collects, analyzes and organizes data into appropriate report format using the ability to enter, manipulate and receive information through databases and special programs. Analyzes and evaluates on qualitative or quantitative bases the efficacy of programs and services within the Medical Center to meet established goals (i.e. Director's Performance Measures and Clinical Indicators). Provides routine executive support to the Facility Manager to include analysis of data, report preparation, correspondence, event planning, special projects that may be complex in nature, and committee work as assigned. Compiles overall costs, and other pertinent data for reporting purposes, including backlog (work programmed or scheduled), actual hours accomplished, current year progress, labor distribution costs, and costs of itemized materials or equipment needed to accomplish jobs. Oversees grounds operations at the facility, as well as, coordinates and oversees contractors work and oversees the compensated work therapy (CWT) program and document performance accomplishments or deficiencies to the program manager. Performs other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Ability to Lead or Supervise Financial Management Manages and Organizes Information Planning and Evaluating Project Management Vehicle Maintenance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Occasionally lifts heavy loads, machinery parts, etc., must be able to climb/descent ladders and scaffolds. The Incumbent is subject to all hazards inherent in the physical plant and grounds environments, for example: burns, cuts, bruises, sprains, falls, high heat, high humidity, etc. Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. Requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. Education Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience.
