Full job description

This position supervises the General Deposit Cash and LGIP Participant desks providing coverage of the desk as well as providing training and development of staff. Reviews procedures for all desks for accuracy. Performs research and process improvement as necessary. Maintains a Collateral Tracking System to ensure accuracy of pledged collateral.

This position is responsible for:

  • Supervising, monitoring, cross-training and planning efficient operations of the General Deposit Cash Desk and the Local Government Investment Pool Cash and Participant Desk. Stays up to date on these duties and is responsible for developing and implementing operational recommendations of all positions supervised. Serves as the backup for the positions as needed.
  • Ensuring that financial institutions maintain proper collateral and collateral agreements for public unit deposits. Determines acceptability of collateral and authorizes release of collateral to include pooled collateral and dedicated collateral. Prepares year-end reports for GAAP purposes and inclusion in the STO annual report. Recommends and assists in the development, enhancement, and implementation of collateral-related systems.
  • Reviewing the applicable daily, monthly, quarterly SCEIS and QED reports and reconciliations to ensure accuracy and reliability as well as review journal entries as needed for both the LGIP Cash and Participant desk and the Cash Desk.
  • Maintaining spreadsheets allowing for coverage of the Banking Division to ensure all deadlines are met and department runs smoothly.
  • Working in collaboration with other LGIP team members in providing information for annual LGIP audit and financial statement preparation. Prepare and/or review LGIP spreadsheets, QED reports and workpapers for auditors for preparation of LGIP working trial balance and the annual audit report. Works collaboratively with all team members. Continuously develops and maintains productive working relationships within the Banking Division and the STO. Fully commits in all assigned training requirements and strives to meet the goals and objectives of these assignments. Continuously reviews and updates work procedures (Desk Procedures, User's Guides, etc.) so that these documents will be maintained in an accurate and usable manner to promote quality outputs.
  • Assisting Banking Relations Manager with projects to implement new general banking services and daily duties to ensure coverage of position and allow collaborative working relationship between desks. Assist as requested in research of day-to-day banking related issues with internal and external agency staff. Assist Banking Relations Manager with in implementing and compliance of NACHA rules and merchant card compliance.
  • Additional duties as assigned.

A Bachelor's degree in accounting, finance or business management. Knowledge of the principles, practices, theories and terminology of accounting, banking or financial management. Knowledge of financial statement analysis. Ability to analyze and interpret complex financial data and reports. Must be proficient in Microsoft Office products with advanced expertise in Microsoft Excel.

Must demonstrate expertise in the use of automated accounting systems and/or financial reporting systems. Ability to identify and recommend strategies and initiatives that improve an agency's financial programs/systems. Sound knowledge of governmental accounting principles and practice, understanding of governmental financial statements, and the ability to analyze and interpret complex financial data and reports. Ability to interpret and apply rules and regulations. Ability to draw upon analysis of others and make recommendations that have a direct impact to operations. Must be a critical thinker who can reason through issues and provide solutions. Ability to establish and maintain excellent working relationships with other employees, technical staff, management, vendors, and executive level staff within and outside state government. Ability to communicate effectively orally and in writing. Ability to make presentations and prepare reports. Must be sensitive to the completion of tasks and meeting deadlines. Work may be required beyond the core hours.

Knowledge of the principles, practices and theories of accounting, auditing, banking, budgeting, or financial management. Knowledge of governmental finances and institutional fund accounting. Knowledge of EDP financial information and reporting systems. Knowledge of state and federal laws and regulations applicable to the area of employment. Knowledge of state governmental fiscal and budgetary processes. Knowledge of office management and organizational concepts. Ability to proficiently apply mathematical concepts. Ability to plan and implement a complex financial management system. Ability to interpret and analyze financial data and reports. Ability to interpret complicated federal and state statutes, rules, and regulations pertaining to applicable programs. Ability to manage a professional accounting and clerical staff. Ability to communicate effectively both orally and in writing. Must be able to lift and carry files, books and reports weighing up to 20lbs. Must be able to sit, stand and walk for intermittent periods of time. Must be able to reach, bend and twist at the waist to perform filing, desk work and operate general office equipment.
