Salary Ranges are the following unless statutory/regulatory rates prevail. For the Redstone Arsenal, AL Location: $130,987 to $197,200 (includes 21.91% locality)

Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acquisition Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Program Manager at the NH- 0340-04 broadband level, some of your typical work assignments may include: Provide managerial and technical leadership and demonstrate understanding of international affairs and Foreign Military Sales (FMS) to develop and implement successful integrated acquisition and operational policies, plans and assessments. -Manage actions and risks of assigned program for cost, schedule, and performance program metrics. Ensure assigned acquisition program is capabilities-driven, utilizing agile processes, integrated, and delivering expected performance within cost and schedule, at reasonable risk. Planning, organizing and coordinating activities of the C2BMC Foreign Military Sales Integration Product Office. Performs, directs, reviews and evaluates activities relating to development of an FMS product line. Provide oversight of a diverse team of civilian and contractor personnel in direct support of Office of the Secretary of Defense (OSD), Combatant Command (CCMD), National Security Agency (NSA), National Cross Domain Strategy & Management Office (NCDSMO) and partner nation priorities. Coordinates development and fielding activities across numerous Integrated Product Teams. Supports execution of FMS Cross Domain Solutions (CDS) procurement cases and technical assistance activities. Executes the C2BMC FMS acquisition strategy and program management activities to include support for Pricing & Availability (P&A), Letter of Request (LOR), and Letter of Offer and Acceptance (LOA) execution. Provide programmatic leadership on execution of contract requirements packages under the responsibility of DA (ie. Performance Work Statement, Request for Proposals, etc.). Adhere to the MDA Acquisition Governance Process to include understanding the charters and authorities of the agency and provide management oversight thereof. Qualifications

You may qualify at the NH 04 Broadband Level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of 4 specialized experience listed below to be qualified: Construct strategic product development planning documentation. Manage all aspects of a DoW program throughout the acquisition life cycle. Interface with high-level stakeholders to ensure program meets cost, schedule and performance goals. Lead a team of acquisition professionals by prioritizing/ assigning work, assessing performance, and developing subordinates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Other Notes: CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position. ACQUISITION POSITION: This position requires Acquisition Workforce Level Advanced in Program Management Certification prior to hiring is not essential but must be accomplished within 36 months after entry into this position. DAWIA (Back to Basics) Certification: CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Program Management, Advanced Certification. Certification prior to hiring is not essential but must be accomplished within 36 months after entry into this position. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
