POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Division Manager will direct the management, coordination, and implementation of various Capital Improvement Projects. Coordinates and manages a variety of design and construction management consultants necessary to implement engineering and construction projects included in the City's Capital Improvement Plan (CIP). Prepares and/ or reviews contracts (design or construction), technical reports, plans, specifications, supplemental agreements or appropriations, change orders, requests for information and requests for council actions. Negotiates and manages engineering contract awards. Attends and conducts meetings and conferences. Establishes goals, develops and evaluates performance, provides technical analysis and develops solutions for the section. Promotes departmental objectives, evaluates proposals and makes recommendations to upper management.

Provides technical expertise in the administration of construction contracts for CIP projects; such as preparing change orders, work change directives (WCD) submittals, requests for information, requests for council action (RCA), closeout packages and other construction related documents; performance of constructability reviews and quality control of pre-bid construction documents. Attends pre-construction meetings, construction progress meetings and final inspections. Reviews consultant invoices to ensure compliance with contract and adherence to City of Houston's procedures and guidelines. Conducts on-site project inspections and investigations.

WORKING CONDITIONS The position is physically comfortable most of the time with occasional periods of stooping, bending and/or light lifting of materials of up to 10 pounds. This is a Houston Public Works, City Engineer, Facilities position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

EXPERIENCE REQUIREMENTS Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis

LICENSE REQUIREMENTS: None.

PREFERENCES

Preference will be given to applicants with experience in design, construction, and project management. Strong communication skills, both orally and in writing, decision-oriented, problem solving attitude and computer skills will be preferred. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

PAY GRADE: 29
