Summary
This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. National Nuclear Security Administration Demonstration Project: This position is covered by the National Nuclear Security Administration (NNSA) Demonstration Project. The NQ-03 pay band is equivalent to the GS-13-14 grade levels. Duties
As a Lead Accountant, NQ-0510-03, you will: - Serve as a Lead Accountant in the Finance Division's Accounting Operations & Financial Reporting Branch. - Apply a mastery of professional accounting principles, standards, and methods to develop, plan, operate, monitor, and evaluate financial accounting policies, plans, systems, procedures, and data for the field office. - Plan work for the accounting team, perform work with minimal direction in terms of approach, and completed work is reviewed for accomplishment of established objectives. - Function as a principal point of contact for the accounting team in identifying and resolving novel and complex accounting problems not susceptible to treatment by accepted methods, technology, or procedures. - Affect the efficiency and effectiveness of departmental financial reporting, fiscal management of program operations and economic policies and programs of the organization. Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level NQ-02 or GS-12 in the Federal service. Specialized experience for this position is defined as performing duties such as: Analyzing internal accounting and financial reporting to identify and resolve complex technical and operational problems; Researching accounting policies and regulatory guidelines in order to provide recommendations, improvements, or technical modifications to management; and Enhancing the validity, accuracy, and integrity of the accounting process reconciling accounts, identifying discrepancies, or conducting reviews or audits. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service at the, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Few exceptions are outlined in 5 CFR 300.603(b).
