Duties
The Policy, Training, and Cooperative Programs Division provides instruction and coordinates internal and external training programs while managing and participating in the Program for Cooperative Cataloging (PCC), for which it also serves as the Secretariat. The position of the Senior Cooperative and Instructional Programs Instructor serves as a key member of a team responsible for designing, developing, and carrying out best practices for online and instructor-led instructional programs for staff and management in the Library Collections and Services Group. The team is responsible for administering training activities through the service unit's training website and Library-wide learning management system. The position applies professional knowledge of library science, training principles, and instructional design methods in the preparation and implementation of training courses for the Library Collections and Services Group. As the (Librarian) Senior Cooperative and Instructional Program Instructor, you will: Plan, coordinate, design, and develop original content and provide instruction for extremely complex systems and experimental pilots in a variety of formats using sound principles of andragogy and instructional design. Design evaluative processes to be used for continuous iteration and improvement of instructional programs. Actively apply assessment and evaluative results to propose and implement solutions. Apply learning theories and principles to manage the development and revision of experimental and innovative instructional materials. Establish policy and procedures for developing and delivering training related to a variety of library functions, including acquisitions and cataloging. Effectively deliver designed courses, seminars, and workshops on technical processing, metadata editing, data manipulation tools, and other specialized skills pertinent to Library staff. Manage training programs and all associated course materials. Add and maintain course materials on the Library Collections and Services Group training website and on the Library's external websites for resource-sharing with the worldwide library community. Provide Library Collections and Services Group staff at all levels with leadership and guidance on new developments and international trends in Library Collections and Services Group educational programs. Develop and apply new training methods, approaches, and technology, or revise and adapt existing methodology to fit new situations. Serve as a principal staff member to provide professional advice and guidance on matters of instructional materials development and delivery. Provide advice and guidance on program issues to supervisors and managers that require decisions on approach or methodology, which have institutional impact on the ability of Library Collections and Services Group staff to perform their jobs in a changing environment. Collaborate with Library Collections and Services Group subject matter experts to recommend training programs for classroom and online learning that enable the workforce to remain current on knowledge needed to fulfill job responsibilities. Serve as an authoritative consultant and establish guidelines and policy for evaluation and quality assessment of new or modified instructional programs. Study developments in the fields of performance technology and instructional design for possible application to Library Collections and Services Group's education or training programs. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Flexitime work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Requirements

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to apply knowledge of the principles, concepts, and techniques of cataloging, acquisitions, and inventory management. ** Ability to use technology to design and carry out instruction functions.** Ability to plan, develop, and execute library training programs and projects. ** Ability to communicate effectively in writing and present information orally. Ability to interact collaboratively with others and provide consultation and liaison services. Ability to use integrated library systems and other library related applications. Ability to communicate effectively other than in writing.
Education
All librarians must meet the requirements for professional education in library science or possess equivalent experience and education. A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; Or B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. You must submit a legible copy of your college/university transcripts to your online application. Unofficial transcripts are acceptable at the time of application. Official transcripts will be required if selected. Failure to submit the required legible documentation at the time of application will result in disqualification of your application. Foreign Education – Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE).
