Summary
The incumbent will develop and oversee national level planning processes to improve the management of programs carried out by VS (Veterinary Services), which protect and enhance animal health and improve the marketability of animals, animal products, and veterinary biologics.
Duties
- The duties may include, but are not limited to:
- Plans, designs, directs or conducts management studies and analyses, prepares reports and makes recommendations on the effectiveness of a variety of animal health program functions.
- Incumbent has full responsibility for designing and directing analytical methods to the extent required by the study.
- Develops information from studies and analyses and drafts policy recommendations for the Money Management Director or Leadership.
- On behalf of the Associate Deputy Administrator; ensures proper and timely attention is devoted to high level, high priority, urgent, and/or controversial issues, problems, or situations which arise.
- Plans, implements, and coordinates a variety of special projects and studies of interest to the Associate Deputy Administrator concerning all phases of program operations.
- Serves as a committee member involved in organizing and facilitating efforts of multiple task groups or teams focused on implementation of numerous major program initiatives.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Analyzing and managing operational, financial, personnel, or program information to identify issues and concerns, trends, assess risks, evaluate possible solutions, and develop recommendations or reports for management decision-making and priority setting. Interpreting and applying laws, policies, regulations, and guidance while assessing their impact on financial planning, program operations, and management activities. Creating presentations, reports, analyses, recommendations, or decision documents to communicate both orally and in writing with senior-level leaders and external stakeholders. Developing and implementing financial studies, process improvements, operational changes, or organizational solutions to address stakeholder concerns, program challenges, and improve performance outcomes. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
