Summary

This position serves as a Grant Management Specialist in the U.S. Department of Education (ED), Office of Elementary and Secondary Education (OESE), performing professional work for educationally related program (or group of programs) directed towards improving American education.

Duties

As a Grants Management Specialist GS-1109-09, you will be responsible for: Assisting with the administration and management of discretionary grants throughout all phases of the awarding process, including pre-award (planning), award, post-award, and close-out activities. Supporting team members with the development of program requirements and the formulation of program policy. Assisting team members in engaging internal and external stakeholders to gain relevant insights into the issues, challenges, and opportunities that program policies must address. Supporting the review of program plans to ensure that requirements are met. Building cross-program knowledge and develop communication channels across the organization to better support the efficient management of grant funds and grantee assistance. Requirements

The U.S. Department of Education (ED) has interagency agreements (IAAs) with other agencies to ensure efficient delivery of funded programs and activities and move closer to fulfilling the President's promise to return education to the states. Employees may receive detail assignments to these agencies in support of the IAAs. Condition of Employment: As a condition of employment for accepting this position, you may be required to serve a probationary period or trial period during which we will evaluate your fitness and whether your continued employment advances the public interest. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-9 One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in K-12 education, including charter schools; or other areas such as, but not limited to, K-12 education grants or providing professional development for teachers and school leaders. 2. Experience in providing technical assistance to education/school grant recipients for enhancing the implementation of the proposed project. 3. Experience contributing to the development of program policies or requirements. OR EDUCATION (see EDUCATION SECTION of the vacancy announcement) OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Knowledge of organizational and administrative principles, concepts, and methodologies sufficient to plan and carry out difficult and well-precedented projects. 2. Ability to follow specific, detailed guidelines that are available including program legislation, directives, administrative regulations, and other guidance. 3. Ability to apply well-established program operations, techniques, and methods to identify and recommend solutions to problems.

Education

You may meet the minimum qualifications of this position by meeting the following education options. (GS-9) Two years of graduate education (beyond a bachelor's degree). or A master's degree or equivalent degree or LL.B. or J.D., if related or A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more. Foreign Education: Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. We use a multi-step process to review and evaluate applicants: 1. Eligibility and Minimum Qualifications Once the vacancy announcement closes, we will review your resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. Your qualifications will be evaluated based on your application materials, and the result of the USA Hire Assessment(s) required for this position. You will be assessed on the following competencies. Non-Supervisory: Attention to Detail, Customer Service, Flexibility, Integrity/Honesty, Interpersonal Skills, Reading Comprehension, and Teamwork Under category rating procedures you are placed into one of three categories based on the evaluation results: Best Qualified -Candidates who possess the type and quality of experience that substantially exceeds the position's minimum qualifications, including appropriate quality ranking factors. Highly Qualified- Candidates who possess the type and quality of experience that exceeds the position's minimum qualifications. Qualified-Candidates who meet the minimum qualifications and are proficient in some but not all of the position's requirements. Based on the outcome of this evaluation, your application data may be further assessed by a Subject Matter Expert (SME) panel.
