Description
Job Title: Bilingual HR & Safety Manager
Job Type: Contract to hire
Salary: 60k-80k
Location: Youngstown, OH
We are looking for an experienced Human Resources (HR) Manager to join a manufacturing organization in Youngstown, Ohio in a Contract to Permanent capacity. This position combines human resources leadership with workplace safety oversight, supporting day-to-day employee needs while helping maintain a compliant and productive environment. The role is well suited for a bilingual individual who can guide hiring, employee relations, payroll support, and safety programs across the operation.
Responsibilities:

Develop and formalize HR and safety policies, procedures, and internal guidelines to support consistent operations and compliance.

Coordinate recruiting efforts, manage the onboarding process, and help new employees transition successfully into their roles.

Handle in-house payroll activities with training provided, ensuring accurate and timely processing.

Oversee performance review processes and work with employees and supervisors to strengthen performance and accountability.

Facilitate recurring safety meetings and reinforce best practices that support a safe workplace culture.

Investigate workplace incidents, document findings, and maintain required OSHA 300 log records.

Act as a key point of contact for staff and management on employee relations, HR administration, and safety-related matters.

Support HR systems, benefits-related activities, and employee record management to keep information organized and current.
Requirements • Prior experience in human resources, workplace safety, or a blended HR and safety leadership role.

Bilingual communication skills are required for this position.

Working knowledge of recruiting, onboarding, employee relations, and performance management practices.

Familiarity with payroll processing, HR administration, and maintaining accurate employee documentation.

Understanding of workplace safety standards, incident investigations, and OSHA recordkeeping requirements.

Experience supporting HRIS platforms, benefits functions, and related administrative processes.
