Summary

About the Position: Selected applicants will serve as a INTERNATIONAL PROGRAM INTEGRATION SPECIALIST for JPEO-CBRND . This position is assigned to the JPEO-CBRND Headquarters located at Fort Belvoir, VA and Picatinny, NJ. The NH-04 pay band encompasses grades 14 and 15 under the General Schedule (GS) system. This position has a salary control point and cannot exceed the GS-14 step 10 pay table $187,093 for Fort Belvoir and $192,694 for Picatinny.

Duties

  • Responsible for cost, scheduling, and performance in all phases of the assigned programs to include requirements definition, development, testing, qualification, acquisition, fielding, and sustainment.
  • Establishes program technical parameters and associated budget estimates and manages program execution within authorizations.
  • Serves as a technical leader, providing technical direction to a group of positions (core, matrix, and contractor personnel), which involve various areas of systems engineering and international expertise.
  • Serves as principal representative at high-level conferences and meetings with agency heads and representatives outside the agency.

Specialized Experience: One year of specialized experience is defined as: 1) Developing programs such as international defense acquisitions, Foreign Military Sales (FMS), and security cooperation; 2) Monitoring program functions such as cost, schedule, performance, risk, product delivery; 3) Coordinating with cross-functional stakeholders; and 4) Briefing leadership with recommendations to resolve program status report issues This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). Direct deposit of pay is required. Relocation Incentive will not be authorized. Recruitment Incentive will not be authorized. Student loan repayment will not be authorized. Advanced Leave Accrual will not be authorized. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a Career Program (CP) 60 - Foreign Affairs & Strategic Planning position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position is Telework eligible, as determined by agency policy. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
