Full job description

Serves as a Certification Analyst for the Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) Programs by completing comprehensive reviews of certification applications utilizing virtual reviews, desk audits, onsite reviews and field reviews, as appropriate. Reviews ownership, control, financial, and business documentation; prepares written recommendations regarding eligibility; updates certification databases; and ensures applications are processed within established federal and agency timeframes while maintaining compliance with applicable regulations, policies, and program guidelines.

Conducts virtual, desk or field certification reviews, as appropriate, for DBE firms certified five years or more to ensure continued eligibility and compliance with applicable federal regulations and certification requirements. Prepares recommendations for management review.

Provides requested documentation and technical information to the Office of Chief Counsel, the Federal Highway Administration (FHWA), and SCDOT personnel regarding DBE and SBE certification matters for meetings, administrative hearings, court proceedings, and other official purposes in a timely manner.

Provides administrative support during the absence of the Administrative Coordinator by processing incoming certification applications, preparing correspondence and certification documents, proofreading documents, maintaining files, answering and routing calls, coordinating mailings, preparing weekly and monthly reports, and ensuring certification activities are completed in accordance with applicable federal regulations and agency procedures. Performs other related duties as assigned.

A high school diploma and two (2) years of relevant program experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions includes sitting or standing at a desk for an extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside normal business hours.
