The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Applications and Data Management Section. Req. 226771

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is in the Office of Technology Services, Application and Data Management (AppDM) Health. The incumbent is responsible for providing advanced technical services for the assigned application systems and program areas. It requires advanced systems analysis and development of several highly complex diverse automated systems working in an independent manner that requires a multi-layered technical skill set and a knowledge base across multiple applications and departmental programs. This incumbent is responsible for supporting the Louisiana Department of Health (LDH) legacy automated systems and web-based online systems for the Office of Behavioral Health (OBH) to be used statewide, in their facilities, headquarters and regional offices. The incumbent will provide technical advice to program staff, developers and analysts.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:• Overseeing the state’s capital construction program

  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Five years of experience in information technology; OR

Six years of full-time work experience in any field plus three years of experience in information technology; OR

An associate's degree in information technology plus three years of experience in information technology; OR

A bachelor’s degree plus three years of experience in information technology; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR

A master’s degree plus two years of experience in information technology.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.   • Serve as lead developer in support of the LDH OBH Systems. Design, code, compile, test, and debug highly complex programs as indicated by user and/or supervisor requests and according to Software Development Life Cycle (SDLC) procedures.

  • Participate in Business Requirements sessions for application system changes and consult with contractors and other technical resources when necessary. Develop and maintain highly complex applications and web-based systems by modifying SQL tables to meet requested coding changes. Satisfy required Change Management procedures by creating Standard Operating Procedures (SOP’s) for review and approval before implementation. Compile federally mandated reports for OBH program staff and management review and distribution. Coordinate system migration and environment changes as needed. Conduct code analysis, planning, and quality assurance.

  • Review and provide feedback on deliverables, technical design documents, project plans, issues and risks, change requests, and bugs. Troubleshoot and implement applicable solutions to address system function and performance issues. Provide advanced technical services for effective use of systems development methodology for information technology in assigned program area or support section.

  • Coordinate with the appropriate technical and systems resources to identify and complete the maintenance tasks related to the software tools and system components supported. Coordinate and provide support to the User Acceptance Testing (UAT) resources.

  • Conduct quality assurance reviews of existing and new systems and services in assigned program areas by monitoring systems and interacting with OBH program staff, contractors, and staff in other program areas of the department. Review proposed system changes in assigned program areas or support sections to ensure that the most effective designs are utilized. Analyze user needs and answer questions regarding policies, standards, procedures or guidelines. Make recommendations regarding proper application and usage of policies, standards, and procedures.

  • Performs all other tasks, special projects, analysis, studies, and plans as directed.

Position-Specific Details: Appointment Type: This vacancy will be filled by promotion of a current permanent-status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion. Location: This is a full-time, on-site position located in the Greater Baton Rouge area.
