Summary

About the Position: This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the location of a number of other DoW agencies. This position is part of the Human Resources Division, in the Human Capital Management Branch. The incumbent will report to the Human Capital Management Branch Chief and is responsible for workforce planning, strategic planning, analysis, and performance assessment for a variety of DoWEA Human Resources (HR) programs.

Duties

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Develop and integrate the HR strategic plans and programs needed to enhance recruitment, retention, and development of the workforce.
  • Provide expert advice in the solution of complex HR talent sourcing and workforce planning problems.
  • Analyze and interpret data from various automated reporting systems to evaluate DoWEA workforce conditions and develop strategies to address HR issues.
  • Find ways to improve production or increase the quality of the work directed.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-13- One year of specialized experience which includes evaluating HR strategic workforce planning program initiatives; determining impact of new or modified guidance on HR programs and/or resources; conducting studies to measure customer satisfaction with HR products and/or services; advising on position management, manpower and/or succession planning; leveraging HR analytics for workforce planning and performing supervisory responsibilities, such as; assigning work, evaluating work performance, interviewing candidates for positions and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
