Summary

Branch Chief (Policy and Quality Assurance Branch), under the Division of Human Resources and Professional Development (HRPD), Human Resources Operations (HRO). This position supports the mission of HRO which delivers core HR services, to include payroll, compensation, policy, staffing, position classification, benefits, and on-boarding. The Division's orientation is operational and focused on day-to-day processes associated with recruiting talent and maintaining the existing workforce.

Duties

The major duties of the Supervisory, Human Resources Specialist position include, but are not limited to, the following: Serves as a Supervisory, Human Resources Specialist and is responsible for managing the policy coordination for HRPD; developing, evaluating and interpreting new and existing Human Resources directives as well as those that impact the ATF community. Implements Quality Assurance (QA) procedures and processes based on established Bureau policies that support processing for all personnel actions, which includes recruitment and staffing actions, pay administration, performance management and awards and records management are in accordance with applicable regulations, rules, and guidance. Provides supporting Federal statute, regulation, ATF Policy and OPM guidance to Human Resources (HR) staff for applying corrective actions in all HR functional program areas: Recruitment and Placement, Pay Administration, Performance Management, Awards Program, Maintenance of e-OPF and processing of adverse and disciplinary actions. Provides supervisors and employees with information, guidance and interpretation related to complex HR policies that require substantial research. Duties will be developmental in nature when filled below the full performance level. Requirements

The requirements listed below must be met by the closing date of the announcement. Must be U.S. Citizen or National Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file. May be required to serve a one-year probationary period. Suitable for Federal employment determined by background investigation. MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. This is a non-bargaining unit position. Qualifications

To qualify for the Supervisory Human Resource Specialist position gs#14, you must meet the following requirements by the closing date of this announcement. Minimum Qualifications Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. To qualify for this position at the GS-14 grade level, candidates must meet the following specialized experience by the closing date of this announcement. EXPERIENCE: Candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS-13) (obtained in either the public or private sectors). This experience must include all of the following: Applying knowledge of Federal human resources management statutes, regulations, policies; AND Applying a wide range of HR principles to perform quality assurance and quality control service concepts, regulations, and practices; AND Leading or advising on enterprise-wide human capital initiatives requiring coordination across multiple organizational components, interpretation of ambiguous guidance, and development of defensible human resources policies and procedures.
