Summary This position is part of the Department of Energy's, Office of Technology Commercialization (OTC). As a Management and Program Analyst, you will oversee Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs, develop technology commercialization initiatives, manage grants, awards, connect awardees to venture capital and grow business or start-up companies. Veterans shape the future of energy As a Management and Program Analyst, you will: Serve as a senior advisor to leadership by providing analysis and recommendations on program strategy, resource allocation, and operations for the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. Evaluate program operations, metrics and administrative systems to decrease operational risk and drive process improvements. Analyze, interpret and develop administrative policies and guidelines to align with organizational mission and statutory requirements. Oversee management information and reporting systems to collect, track and evaluate program data to assist management in long-term planning and decision making. Collaborate with internal DOE offices, National Laboratories, federal agencies, academia and industry partners to resolve program issues and advance agency objectives. Execute strategic initiatives that support technology commercialization efforts, tech-to-market pathways, and innovative small-business funding to deploy clean energy and critical technologies. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3: Developing programs focused on technology transfer, commercialization, start-up/small business innovation, or research-and-development funding mechanisms (such as grants, cooperative agreements, or venture partnerships. Negotiating with diverse internal and external stakeholders (such as senior officials, partner organizations, industry executives, or technical experts) to align conflicting priorities, resolve complex issues, and build consensus on strategic goals. Advise leadership on long-range strategic plans that would impact technology commercialization initiatives and programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
