Summary

As a Management and Program Analyst with the Science Mission Directorate, you will direct a team and drive strategic collaboration in negotiating and executing IAAs with federal partners, managing G-Invoicing processes and serving as a critical liaison connecting with finance, procurement, and legal offices. You will ensure seamless agreement management and compliance. Your leadership and interagency collaboration directly support and advance NASA's strategic scientific missions and partnerships

Duties

  • Interface and communicate effectively with other Government agencies at various management levels to establish and execute complex Interagency Agreements (IAAs).
  • Lead daily team operations by assigning, tracking, and reviewing projects, while supporting team development through informal feedback, identifying training needs, and providing objective performance insights to official leadership.
  • Manage and determine the appropriate IAA agreement types. Coordinate, collect, and process IAAs across all SMD and NASA stakeholders, systems, and partner platforms.
  • Lead complex trading partner negotiations for IAAs within Government-Invoicing (G-Invoicing) and other commonly used federal systems, ensuring mutually beneficial agreements and smooth processing.
  • Assess and manage Information Technology requirements for internal SMD-wide IAA management systems. Ensure that SMD remains fully synchronized with federal G-Invoicing requirements and maintain all corresponding system updates.
  • Act as the primary liaison connecting Science Mission Directorate (SMD) leadership, including the Resources Management Division, with critical NASA agency teams, the Office of the Chief Financial Officer (OCFO), the Office of Procurement (OP), etc.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Directing trading partner negotiations and determining appropriate agreement types for Interagency Agreements (IAAs) as the Requesting or Buyer within federal financial systems such as G-Invoicing; Processing and managing agreements Agency through G-Invoicing (GINV), while coordinating IAA execution across executive leadership, finance, procurement, and legal offices; Managing daily operations for an agreements team by assigning projects, resolving escalated negotiation issues, evaluating team performance, and mentoring personnel through informal feedback and training.
